Water Management Program Document Revision Mark Rude Executive Director Southwest Kansas Groundwater Management District No. 3
GMD 3 Purpose �Kansas Groundwater Management District Act policy (K. S. A. 82 a-1020 et. seq. ) � 1. Preserve basic water use doctrine; and � 2. Establish the right of local water users to determine their destiny with respect to the use of the groundwater �insofar as it does not conflict with the basic laws and policies of the state of Kansas.
The program may include components relating to: �The monitoring AND management of �groundwater levels within the GMD and in special project areas. �groundwater quality degradation or “water usability depletion. ” �changes in surface flow and surface water quality that directly affect groundwater levels or quality �changes in surface flow and surface water quality that are caused by groundwater pumping in special project areas. �A description of how identified recharge areas substantially contribute to the replenishment of the groundwater supply. �Water transfer projects to provide a substantial alternative source for direct use and aquifer replenishment
GMD 3 may adopt or reference protocols : �a) Adopt monitoring protocols that are designed to �detect changes in groundwater levels �detect changes in groundwater quality �reasonably measure groundwater use �detect aquifer characteristics for use in supply demonstration and evaluation. �detect changes in flow and quality of surface water that directly affect groundwater levels or quality �estimate water conservation �effective methods of aquifer replenishment or groundwater supply augmentation.
Management Program points: � 1. Promote a culture of conservation. � 2. Protect and extend reasonable access. � 3. Pursue the highest value for the water consumed. � 4. Develop data and information. � 5. Target management in priority areas.
