Mission The Washington Headquarters Services (WHS) Office of Small Business Programs (OSBP) serves as the principal advisor to the Director of WHS on all matters related to small business and provides leadership and guidance to WHS and its customers. WHS- Acquisition Process, continued… Subcontracting Plan vs. Small Business Participation Subcontracting Plan FAR 19. 702(a)(1) In negotiated acquisitions, each solicitation of offers to perform a contract that is expected to exceed $700, 000 ($1. 5 million for construction) and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan. If the apparently successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award. FAR 19. 702(a)(3)(b) Subcontracting plans (see paragraphs (a)(1) and (2) of this section) are not required– (1) From small business concerns; 16

WHS- Acquisition Process, continued… Subcontracting Plan vs. Small Business Participation DFARS 215. 304(c)(i) In acquisitions that require use of the clause at FAR 52. 219 -9, Small Business Subcontracting Plan, other than those based on the lowest price technically acceptable source selection process (see FAR 15. 101 -2), the extent of participation of small businesses to include service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns in performance of the contract shall be addressed in source selection. The contracting officer shall evaluate the extent to which offerors identify and commit to small business performance of the contract, whether as a joint venture, teaming arrangement, or subcontractor. (B) Proposals addressing the extent of small business performance shall be separate from subcontracting plans submitted pursuant to the clause at FAR 52. 219 -9 and shall be structured to allow for consideration of offers from small businesses. 17
