WHY ARE WE HERE? • Walla Regional Airport is regulated by the Transportation Security

WHY ARE WE HERE? • Walla Regional Airport is regulated by the Transportation Security Administration. • In December of 2008, TSA mandated security enhancements at airports nationwide, including WWRA.

(CON’T) • The enhancements, among other things, mandate that all persons having unescorted access to any portion of the AOA, (Air Operations Area), apply for and receive an airport-issued access ID contingent upon successful completion of a Federal Security Threat Assessment. • The mandatory compliance deadline has been established as June 1, 2009.

ACTIONS TAKEN BY AIRPORT STAFF • WWRA staff has expressed concerns, in writing, to our Federal Security Director, AAAE, and WAMA • Our comments, along with those of other airports in our region, were taken to Washington D. C. headquarters. • As a result of comments from airports nationwide and airport associations such as AAAE, the TSA modified the original version of the law and extended the compliance deadline.

GENERAL OVERVIEW • Complete an application packet. • Bring completed application and original documents, as listed on the application, to the Badging Office. Your photo will be taken at the time of application. • The application will be submitted to the TSA for approval.

OVERVIEW (CON’T) • When TSA approval is received, the airport will notify you by E-Mail and/or phone call, that your badge is available for pick up. • The applicant has 30 calendar days from notification to take possession of the badge. • Your Gate Access Card will become your Airport Identification Card, that must be on your person at all times within the AOA.

NUMBER OF ACCESS CARDS/BADGES & COST • AOA badges will cost as follows: Ramp Tenants- Airport will issue 2 badges per leased hanger at no cost, each additional badge will cost $10. 00 Non-Tenants/Vendors/Shuttle Services- $10 per badge • Every person requesting a badge must fill out application packet • Federal law requires the airport to reissue ALL badges when 5% are unaccounted for, therefore a fee of $10 will be assessed to replace the first lost badge and $25 for the second (refundable if the lost badge is returned within 30 calendar days).

WALLA UNIVERSITY FLIGHT SCHOOL • WWRA will issue Identification badges at no cost to the instructors. • WWU must supply the airport with a list of flight school students on a quarterly basis. • WWU must immediately notify the Airport Security Coordinator of any student changes. (additions, drop outs, etc. ) • All WWU Aviation students must apply for a badge and the cost for the badge will be $10.

CIVIL AIR PATROL • WWRA will issue Identification Badges at no cost to instructors.

GUN CLUB • WWRA will issue Identification Badges at no cost to Gun Club

GUN CLUB • WWRA will issue Identification Badges at no cost to Gun Club Board members. • Any other person(s) requesting unescorted access to the Gun Club’s area of the AOA must apply for a identification badge and the cost will be $10.

BONANZA RACEWAY • WWRA will issue at no cost Identification Badges to Bonanza Raceway

BONANZA RACEWAY • WWRA will issue at no cost Identification Badges to Bonanza Raceway Board Members. • Any other person(s) requesting unescorted access to Bonanza Raceway’s area of the AOA, must apply for a identification badge and the cost will be $10.

ANTICIPATED QUESTIONS • What happens if I do not get my badge by June 1 st? Your access privileges will be revoked, as required by Federal Law. • Couldn’t the airport have anticipated this earlier? No, this is a new law mandated to us in December. There was no draft or comment period given by the TSA. There have been (3) updates to the Security Directives, with changes in each. Because of many updates, the airport did not know what to plan on. • Will I have to wear my badge while on airport grounds? No, but it is a good idea. You will be required to carry it with you at all times and produce it when asked.

Transient pilots are exempt from the requirement at this time, however, many will have badges from their home-based airport (if the airport has commercial service). • Who will Enforce? Airport Staff, (I. E. Security, Administration), will conduct periodic checks for compliance. Anyone accessing the AOA, must have their own ID Badge, on their person and be able to produce it when asked. **TSA Regulatory Staff will also conduct periodic checks.

ANTICIPATED QUESTIONS • What if I lose my badge? Please contact the Airport Security Coordinator within 24 hours (or on the next business day), from the time the badge is discovered lost. The fee for a company or individual neglecting to notify the airport is $100 (TSA can issue fines of up to $10, 000). • What if my badge breaks? The airport will re-issue your badge at a cost of $10, but you MUST return your old badge for our files. • I have been on the airport for years, why do I have to submit this documentation and information now? The TSA will use the documentation and information to perform their Security Threat Assessment. Your information will be submitted to the TSA on a monthly basis. Original forms of documentation will be secured and not shared with anyone except TSA.

We are trying to make this transition easy for our tenants by offering weekday and Saturday hours. • We are upgrading our access gate system so your proximity card for access will also become your badge. Because this badge must be on your person, this will eliminate the need to have more than one card person.

All badged personnel must use their access card/badge to enter the AOA through the vehicle gates. • Tenants who have vendors drop off product on the ramp (I. E. , fuel, fertilizer, etc. ), may open the gate for that vendor. At no time should a vendor be given your Id badge to enter the gate. • Vendors should be escorted at all times by the badged tenant while in the AOA.
