WAGON DEMAND REGISTRATION FEE
WDRF • Any person who desires of dispatching his goods by wagons should register his indent in wagon demand or priority register
WDRF The following particulars should be shown in the wagon demand register – Date and time of registration – Serial number – Consignor’s and consignee’s name and address – Station to – Name of the commodity – Type of wagon required – Signature of the party or signature of the person registering the demand
WDRF is collected as follows (excluding GST) Gauge BG WDRF per wagon Standard rake Rs. Rs 1500 50, 000 MG 1500 50, 000 NG 1500 x No of Wagons
WDRF • GST will be levied. • Can be collected in cash or through credit note • A seperate money receipt in two portions will be issued with following particulars
WDRF –Name of the consignor –Priority number –Date of registration –Station to –Commodity –Name of the person who is authorized to take refund –Type of wagon indented.
WDRF • After collecting the W. D. R. F. , the indents are registered in priority registers (A, B, C, D) • Registers are maintained separately for wagon loads and train loads
WDRF • Signature of the party is obtained • Any number of indents can be accepted, except to quota points, where individual railways impose restrictions
WDRF • Clubbing of commodities is permitted upto a max of 2 per bogie wagon • Rs. 300/- extra is collected for issue of every additional RR per wagon (max 12 RRs per wagon). • These registers are kept open to public for inspection
WDRF is not collected in the following cases – Kit wagons booked on kit passes issued to railway employees on retirement on transfer account – Railway material consignments booked by railway officials – Container traffic – Military Traffic – Platinum, Gold And Silver card holders
FORFEITURE OF WDRF is forfeited under the following circumstances • When demand is cancelled after the physical supply of wagons • When demand is cancelled within 10 days of registration • Loading is not commenced within the free time
FORFEITURE OF WDRF contd… • Consignor has given in writing to detain the wagon and the loading is not commenced within 24 hours from the expiry of free time. • Consignor is not willing to pay freight charges as per existing railway tariff • When refund is not claimed within 3 years • Rake supplied at congested goods shed.
REFUND of WDRF SM is empowered to give refund of WDRF when paid in cash and WDRF is refundable under the following circumstances. – When wagon is booked and loaded – When supply is not made within 10 days and the consignor wants to cancel his indent
REFUND of WDRF – When open wagon is supplied against an indent for covered wagon or vice versa and the consignor is not willing to load – When party claims refund within 3 years – When restrictions are imposed without any time limit
REFUND of WDRF is refunded • On surrender of money receipt. • If money receipt is lost, on execution of a stamped Indemnity Bond. • The amount can be adjusted towards the freight charges in case of paid traffic. • When WDRF is paid through credit note, refund is granted by CCM
CHANGE OF DESTINATION Change of destination is permitted for • High profit yielding commodities, if booking is closed to desired destination for not less than 30 days after the date of registration and also on the day the request for change is made • It is permitted by DCM
CHANGE OF COMMODITY • It is permitted by DCM if the commodity is within the same priority. • It is permitted only once
LUMPSUM DEPOSIT • Parties having regular transactions with the railways are permitted for the facility for payment of lump sum deposit for WDRF. • They will have to apply to DCM through the SM.
LUMPSUM DEPOSIT • • • If the DCM is satisfied, will fix the amount payable The maximum number of indents pending at any given time is limited to the number of rakes for which the lump sum deposit has been deposited. On receipt of the sanction from the DCM, the SM will collect the deposit and issue a money receipt.
LUMPSUM DEPOSIT • • If the consignor fails to load the wagons, registration fee is forfeited for the rake not loaded and the party is requested to make good the amount forfeited. If the amount is not made good immediately, the deposit is reduced and the party will be entitled to place indents by the reduced amount only.
CHANGE OF DESTINATION Change of destination is permitted for • When wagon supply is not already been made • If a change has not already been made • Siding owners are permitted to load wagons against a particular indent to any another destination already registered
