Why This Collected Information? • The WA-105 Mo. U obliges regular reporting to Finance Review Committee (FRC), representing the Funding Agencies (FAs), • Data collected to help institutes to communicate with their FAs and to obtain and secure the required resources, • Information needed to update Mo. U, • Important: Starting point for an iterative process, data still preliminary!
CORE and non-CORE Philosophy • CORE (Direct costs regularly reported to FRC) • Principle of deliverables & in-kind • Direct construction costs (production, assembly, installation, integration) No contingency, VAT excluded Fixed exchange rates What is not considered (usually) • • • Indexation (cost given in fixed-year prices, typically year or Mo. U signature) • Raw materials price fluctuations (e. g. special metals) non-CORE (not reported to FRC) • Institute manpower • Laboratory facilities, instrumentation, services, prototyping, R&D • Experience has shown that non-CORE costs represent (min) 50% of CORE

Comments, observations • As a starting point for preparing info for FRC, the input data is good! • All institutes responded well, and provided info was adequate enough for the 1 st round • Following points need to be checked and consolidated • CORE numbers VAT exempted, no indexation (fixed prices – but which year? ) CORE deliverables list is complete and consistent (e. g. no double counting) Are all institute efforts included (e. g. IFIN-HH? ) • How to treat the collected non-CORE information to secure the success of WA-105? • • For example, there are institutes proving efforts outside CORE (e. g. Ukraine, Poland) • Should include VAT? Manpower plan, is it consistent with required peak-year efforts?
