VFA Basics
The Voluntary Framework of Accountability was created by the American Association of Community Colleges (AACC). It expands traditional measures of student success to include more students, a longer timeframe to observe outcomes, complete at your institution and at other institutions, and several metrics that predict long term student success. Data are reported annually by participating community colleges and are comparable to national and Michigan data.

Cohorts Main Cohort: All students who entered the institution for the first time post high school completion and are enrolled in credit or developmental education classes in the fall term. First-Time in College: Students in the Main Cohort who are degree- or certificate-seeking, had no prior postsecondary experience, and attended your college for the first time (as defined for IPEDS Student Right to Know). Credential Seeking Cohort: Students in the Main Cohort who, based on course-taking behavior, are identified as pursuing a credential by earning at least 12 semester credit hours (or the equivalent) by the end of their second year.

Why use VFA? • Metrics reflect the whole community college mission • Research suggest that early momentum metrics predict long-term success • Valuable potential to benchmark with national and state peers • Data are consistent across time allowing for historical trend analysis • Detailed long-term and short-term outcomes • Disaggregation by essential subgroups • The data are reported by institutions allowing for additional analysis
What about students who do not intend to earn a degree? Skills builders are career and technical education (CTE) -focused students who attend community college for a short period of time, succeed in their courses at a very high rate and frequently experience increased wages after enrolling, but rarely complete a degree or transfer. Skills builders account for 7% of the community college student population and 27% of CTE-focused students.
