Retractable Ceiling Poles, Cables 2 -2, 2 -3 j (NEW), 2 -4 -1 e (NEW), 2 -4 PENALTIES 3 (NEW), 9 -8 -1 i § When the volleyball strikes the cables § and/or the diagonal poles used to retract ceiling suspended net systems the referee will stop play and determine if the ball was playable. The referee will signal out-of-bounds or replay. www. nfhs. org

Coaches can make changes to the roster until 10 minutes remain on the pregame clock. All rosters and lineups must be submitted to the second referee – not the scorer. www. nfhs. org
Line judge responsibilities 5 -9 -2 a NOTE • The line judge shall take his/her position and move in line with the extension of the end line when the ball is being served near the line judge’s base position. • The line judge shall watch for foot fault on the end line and move quickly back to base position for a view of the sideline. www. nfhs. org
Illegal serve Rule 8 -1 -6, 8 -2 -5 g (new) It is an illegal serve – not a service fault – when a ball tossed for serve contacts any part of a backboard or its supports hanging in a vertical position over the serving area. (Signal 13) www. nfhs. org

Side-folding retractable backboards § A vertical backboard raised to the side and up toward the ceiling, even though still technically vertical, is considered a playable overhead obstruction. § A ball striking the raised backboard, regardless of how it is raised, above a playable area, shall remain in play provided the ball does not cross the plane of the net and is playable by a www. nfhs. org teammate.
Ball handling • The following criteria can be used to develop consistency when judging ball handling as the first referee: – Only the contact point should be considered when judging legality. – Outside influences such as player technique, spin, coaches’ expectations or crowd reaction should not be considered when judging the legality of the contact. – There is no body/ball position or playing technique that automatically results in illegal contact. www. nfhs. org
Ball handling • Below are tips to use when assessing second ball contacts: – A player in good position must play the ball without discernable double contacts. – Less severe judgment is applied to a contact by a player who makes a challenging or spectacular play while maintaining a legal play. – Mishandled balls resulting in a blatant fault should still be called, regardless of the challenging or spectacular nature of the play. www. nfhs. org

Coaches and Athletic Directors What do Coaches need to do? After creating an account to accurately manage important WIAA initiatives, coaches are required to update their scores on Max. Preps after each game and are directed to enter their stats after each game throughout the season. Once inside your coach admin, you will see a checklist to update your Schedule, Roster and Scores throughout the season. What do Athletic Directors need to do? Because each WIAA member school is required to keep their scores accurate on Max. Preps, the AD needs to ensure each team coaching staff has access to enter scores or enter the scores themselves. Rated Percentage Index (RPI) The Rated Percentage Index (RPI) will continue to run for all team sports although only the basketball RPI will be public. The RPI Committee will continue to review the RPI and compare standings with the brackets developed according to the approved draw criteria. The majority of league presidents and volleyball coaches do not support the RPI for volleyball. 2019 -20 CLINIC
Scorebooks The home scorebook is the official book and the host school is responsible for providing a trained scorekeeper. Electronic scorebooks may be used but are NOT the official record. A comprehensive training power point presentation on scorekeeping and libero tracking has been developed by Pete Bell and Bob Francis. The WIAA and WOA staff recommend that all coaches and athletic directors require their scorekeepers and libero trackers to watch the DVD and complete the practical worksheet that is included in order for all matches to run more smoothly. WIAA Volleyball Forms The WIAA score sheet, lineup sheet and revised libero tracking sheet are on the volleyball page on the WIAA Website at www. wiaa. com/volleyball. Electronic scoring devices are legal if approved by the league and the officials assigner has been notified prior to the match. 2019 -20 CLINIC
Ball Color Regulations • Schools have the option to use white or multi-colored balls during the regular season. Coaches must determine in the pre-match conference which ball will be used. If opposing coaches agree to play with a multi-colored ball, the designated home team colored ball will be used. If the coaches do not agree, then an all white ball will be used. • Spalding blue/gray/white balls will be provided during the state tournaments. 2019 -20 CLINIC
Concussion Protocol • The concussion protocol applies for contests of all levels, middle school, high school, varsity and subvarsity in which WOA (Washington Officials Association) registered officials are being used. 2019 -20 CLINIC
Properly Equipped – Jewelry • Coaches will be asked prior to the start of the match if all players are properly equipped. Since jewelry is not allowed to be worn, that means the coaches are responsible to ensure that jewelry has been removed. • If an official notices later that a player has tape over an area where jewelry is traditionally worn (ear lobes, nose, etc), the official will not ask what is underneath, but will specifically ask the coach to ensure that THAT player is properly equipped. 2019 -20 CLINIC
Properly Equipped – Jewelry • If a player is found to be wearing jewelry during the match, unnecessary delay shall be assessed to the team. 2019 -20 CLINIC
2019 -20 Volleyball Regulations • The official warm-up time for all regular and postseason matches will be 20 minutes, with 8 minutes of shared court time, followed by 6 minutes for the home team, followed by 6 minutes for the visiting team. Hitting or serving the ball into the opponent’s court is not allowed during the shared court time. • Leagues have the opportunity to add warm-up time prior to the start of the official warm-up time. 2019 -20 CLINIC
Breast Cancer Awareness • Each school may sponsor a “Dig for the Cure” or “Dig Pink” volleyball match to raise awareness and/or funds for breast cancer research. No special permission is required to use a pink or pink and white ball and for teams to wear pink uniforms, t-shirts, shoe laces, etc. , but NFHS uniform specifications must be met regarding numbers. • The home school must notify both the visiting school and the officials assigner prior to this special match. 2019 -20 CLINIC
PLAN TO QUALIFY FOR STATE • Work with your athletic director to make sure your team’s schedule, photo and roster are submitted through MAXPREPS. • Maximum roster size for the postseason is 14 players and 6 designated school personnel (which includes coaches, managers, and statisticians) • Photos and rosters can be entered any time, but NO LATER THAN MONDAY, OCTOBER 29, 2018.
PLAN TO QUALIFY FOR STATE • • All team/school personnel for the pass gate must be entered into the school’s My. WIAA account. 6 designated school personnel (coaches, managers, statisticians, etc) 1 medical (must be a licensed health care provider) 2 supervisors Managers, statisticians, support personnel must be bona fide 7 th through 12 th grade students of the school district or school-district approved adults.
