Scope Focus on the role of your organization(s) in response to potential consequences of an earthquake, as well as the interdisciplinary and interagency coordination at the Federal, State reginal and local level. Virtual Tabletop Exercise (VTTX) 3

Exercise Overview • Four hour, continuous, interactive exercise that will require schedule discipline. • The VTTX consists of: • Introductions • Three Modules • Participant engagement encouraged both locally and crosscommunity. • Time awareness during questions, brief outs, etc. Virtual Tabletop Exercise (VTTX) 4

Ground Rules 1. Do NOT critique the scenario – Trying to find holes or inconsistencies in the scenario is counterproductive and disruptive; the scenario should stimulate discussion. 2. Draw from your previous experience – As you participate, please utilize your knowledge of how the Whole Community works together in response and recovery situations. 3. Do NOT assume information – If questions arise that are not answered by the provided material, please ask the facilitator to address the issue with the virtual group. 4. Participation is encouraged – Speak freely, respect others when they are speaking – Participate in your disaster role as if the event were occurring – Processes and decision making are more important than the details 5. Module 1: Initial Response

Module 1 Situation Timeline • Tuesday, Aug. 28 @ 1630 – Earthquake hits • 1645 – State of Emergency proclaimed – Presidential Disaster Declaration • 1730 – 3 -5 aftershocks shake the area • 1930 – EOC and MACS established Virtual Tabletop Exercise (VTTX) 10

Key Issues • A 6. 4 magnitude earthquake has hit your community • A downtown festival has stranded additional people on the streets • One six-story office building has partially collapsed • Severe infrastructure damage has occurred • Schools have already been released for the day • Hospitals are quickly filling up • Outside support not expected for 36 -48 hours • State of Emergency has been declared • EOC/RRCC has been activated Virtual Tabletop Exercise (VTTX) 11

Do you have the staff and resources available to respond 24 hours per day for the next 120 hours? If not, where will you look to in obtaining these resources? What agencies, organizations, and other community partners will you engage in the planning process immediately following the earthquake? How are communicating with them? Given the immediate shortages of resources and personnel, how will the use of resources be prioritized and managed to maximize response effectiveness? How will these decisions be made? Module 2 Situation Timeline • Tuesday, Aug. 28 @ 2100 (Day of Earthquake) – Pockets of looting begin – Volunteers begin mobilizing • Wednesday, Aug. 29 @ 0230 hrs (Day 2) – Responder fatigue setting in – 20+ fatalities in collapsed office building Virtual Tabletop Exercise (VTTX) 17

Key Issues • • A shelter has opened downtown to care for those stranded Numerous volunteers are available but are not well controlled First responders are becoming fatigued after long shifts The safety and working conditions of responders is being questioned • Heavy traffic and congested highways throughout the region and debris blocking roadways • Wide-spread utility outages remain • Small pockets of looting are being reported Virtual Tabletop Exercise (VTTX) 18

What does your operating structure look like? What positions are critical to be filled and where are you filling them? How has the Healthcare Coalition in the impacted area absorbed the incoming patient surge and do shortfalls exist? Module 3 Situation Timeline • Thursday, Aug. 30 @ 1200 (Earthquake +2 days) – Temporary Shelter Established Downtown – People present at hospitals with psychological stress • Sunday, Sep 2 @ 1200 (Earthquake +5 days) – Some major roadways being cleared – Low water pressure in the area • Saturday, Sep 7 @ 1200 (Earthquake +10 days) – Public concerns over financial assistance are rising Virtual Tabletop Exercise (VTTX) 24

Key Issues • Most utilities have been restored but some are still in need of permanent repair • Life safety and rescue operations have ceased • A large number of people remain in community shelters • JFO established • Local businesses, government, and schools to recommence operations soon • Public and media concerns regarding individual and public assistance Virtual Tabletop Exercise (VTTX) 25

What programs are in place to support long-term housing for survivors who have lost their homes? How will your organizational structure change during the recovery phase? What are the financial and economic assistance programs in place to support local business and survivors? What is your plan to help businesses quickly become economically viable again?
