Key drivers for developing the framework Genuine concern about Victoria’s poor performance in the ‘literacy stakes’; wanting to make the best possible contribution to doing something about this Frustration that the work public libraries currently do to support literacy development, and their potential to do more, was not well understood by policy and funding decision-makers Awareness that there was room for improvement in the way public libraries supported literacy development – in relation to children and families, service approaches too variable and service quality very uneven across the state
Our vision is simple: reading and literacy for all. All Victorians deserve the opportunity to develop and maintain their reading and literacy skills. Every Victorian has a right to be informed, enriched and inspired through reading. Communities with strong levels of readership and literacy are more creative, more productive and more resilient, and libraries are the ideal community destination for people to come together to read, to learn, and to learn to read.
Our guiding principles Victoria’s public libraries have agreed on five principles that will guide the way they deliver reading and literacy activities to all cohorts including children and families.
