SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 CEOS Intervention in Support of

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 CEOS Intervention in Support of Blue Planet Task CEOS is very pleased with the development of the Blue Planet Task in the 2012 -2015 Work Plan. We are well-positioned to support the identified priority actions. CEOS leads two of the four Components in the Task. In 2013, CEOS will consider how best to engage the four ocean-related Virtual Constellations: Ocean Colour Radiometry, Ocean Surface Topography, Ocean Surface Vector Wind, and Sea Surface Temperature, to seek if this Task can receive further support. CEOS is engaged in the analysis of contributions to outputs for monitoring the marine ECVs and the role of the oceans in the carbon cycle and how best to define a strategy for the next generation of CEOS Agency satellite missions to monitor that process. The CEOS Carbon Task Force is also assessing the three major domains, including oceans, and their interrelationships, and this was addressed earlier this week at the Oceans and Society Blue Planet Symposium, in which I was pleased to participate. 51

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Background for Recommendations Recommendation 1: Datasets Registration CEOS agencies are strongly urged to register their datasets to IDN. • In order to be “discoverable” through GEO Portal, datasets need to be registered to IDN in advance. This is a necessary 1 st step. • The IDN team is happy to support you on how to start the registration. Please contact to “gsfc-gcmduso@mail. nasa. gov”, if you need any help. 59

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Background for Recommendations Recommendation 2

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Background for Recommendations Recommendation 2 : IDN Data Maintenance In order to keep datasets accurate and timely, each agency should check their records in IDN periodically. • As of February 26 th, more than 14, 000 datasets from CEOS agencies were registered. But, a. For a significant part of them, the information returned in the query results is either wrong or inaccurate (e. g. obsolete information). b. The IDN team currently runs a link checker program on the catalog on weekly basis and when broken links are discovered the IDN team contacts the record owners. But sometimes record owners themselves are obsolete! 60

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Background for Recommendations Recommendation 3

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Background for Recommendations Recommendation 3 : Navigation for users CEOS agencies should take the appropriate measures for easily leading users to products after data discovery. 1. If datasets are registered to IDN, they are discoverable from the GEO Portal. 2. But “discoverable” does not necessarily equal to “efficiently accessible”. a. b. Even if a hyperlink appears, it may lead to the top page of another system. Users have to search the dataset again. (= accessible but not “efficiently” accessible) Or no hyperlink appears due to some reason. (= not accessible) 61

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 CEOS Context Current situation •

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 CEOS Context Current situation • CEOS agencies are major contributors and one of the driving forces in the implementation of the GEOSS since its inception • Many space data collections have been registered in the GEOSS Component and Services Registry (IDN copied into CSR) • CEOS “strongly encourages” agencies to register and maintain up-todate the CEOS catalogue of data collections the International Directory Network (IDN) However, download access to space data through GEOSS remains difficult • CEOS assumes the role of coordinator of the space component of GEOSS, but should it consider a different approach to facilitate access through GEOSS to space data? 72

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 GEOSS Context • Enhance decision

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 GEOSS Context • Enhance decision making in nine Societal Benefit Areas (SBAs): Disasters, Health, Energy, Climate, Agriculture, Ecosystems, Biodiversity, Water, Weather • GEOSS Data Collection of Open Resources for Everyone • Critical to advancing data sharing • Following common data sharing principles • Full and Open Exchange of Data • Data and Products at Minimum Time delay and Minimum Cost • Free of Charge or Cost of Reproduction • CEOS Virtual Constellations conduct activities that respond to SBA requirements 73

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 VC data access study objectives

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 VC data access study objectives • Identify and evaluate access to datasets belonging to each VC • Which satellite/sensor combinations belong to each VC? • What is the status of the data collections they generate? • compliancy with the GEOSS data access characterizations (e. g. Data. CORE) – link to SEO Data policy study • discoverability from the GEOSS Common Infra or CEOS level infrastructure • Provide guidance on improving discovery and online access to space data collection 74

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Potential impact of using VCs

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Potential impact of using VCs • Improve search capabilities beyond free-text • Mimic mainstream search engines with ordering/relevance of search results: • Geospatial and temporal domain • Usage patterns • Applications and linkages of collections CEOS Virtual Constellations have great potential • in establishing link between data collections and application domains • improve links between collections (find one, suggest another) • interoperability for cross-search / relation (link a product with data and space-time equivalent product, link products with auxiliary data) • introducing domain “intelligence” into search and access 75

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Next Steps • Establish contact

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Next Steps • Establish contact with each VC • Validate primary data collections listing • Validate specific requirements (NRT, processing level) • Define priority data collections • Evaluate and test • Data discovery and online access methods (machine to machine discovery and access) • Define data flows scenarios (discover collection to access products) • Demonstrate workflow scenarios (access and process data) 76

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Conclusions • Data download access

SIT-28 Meeting Hampton, Virginia, USA 11 -15 March 2013 Conclusions • Data download access to space data remains challenging, especially for the non specialist users targeted by GEO • CEOS currently “strongly encourages” agencies to maintain up-to-date data collection information in IDN (and feeds this through to GEO's Components and Services Registry) • Building on this, using CEOS VCs could greatly facilitate a structured approach to improving data discovery and download access • Coordinating with WGISS and SEO the study reported here will assess data discovery and access to VC data collections and provide feedback and guidance on possible next steps • Results will be reported to WGISS-35 (May, 2013) 77
