Phase I Recommendation (Concept C) Concept C outperformed the other alternatives evaluated in the technical analysis for the following reasons: CRITERIA ADVANTAGE Transit Ridership Optimizes access for current and future residential and employment centers (access on both Washington and Jefferson streets) Right of Way Reduced impacts to right of way and culturally- and historicallysensitive areas such as Wesley Bolin Memorial Plaza Traffic and Mobility Reduces impacts to bus operations and traffic, and more easily accommodates bicycle lanes on both Washington and Jefferson streets Operational Efficiency Offers a less challenging connection with South Central Extension/ Downtown Hub and Phase II of the Capitol/I-10 West project Economic Development Consistent with and supports state agency, city planning and economic development goals for the area 20

Paratransit Updates – Facilities Opening • As facilities are opening, they are making procedure changes and sharing with Valley Metro o Valley Metro is going over what we can and cannot do: § Public transportation service § Still will do door to door services § Vehicles cannot be the waiting areas while facility conduct pre-entry testing § Pre-entry medical testing cannot be done on vehicles § Drivers and vehicles cannot wait while pre-entry procedures being conducted on customers § If customer is refused entry, call can be made for next available vehicle § Remind clients that if they are feeling sick that they should not travel 43
Paratransit Updates • Service Changes o Chandler no longer doing same day and Non-ADA trips. Moved them to Ride. Choice (completed). o Tempe will no longer be doing same day and Non-ADA trips starting October 26. Will be moving them to Ride. Choice. o POGO suspended § § Route changes move to April 2021. Customer who originally would have not lost Regional Paratransit service will continued with service Friday through Sunday, 10 a. m. to 10 p. m. Peoria Dial-a-Ride still available. Letters being sent out. 44
Ride. Choice Updates • Face covering required o Some providers have face masked to hand out if needed. • Phone app and online portal o Valley Metro I. T. department completed testing. o Pilot group of customers to test and evaluate. o Full roll out to all customers by November. 45
