Utility Cart Operators Safety Training Updated December 2020
Objectives ENSURE THE SAFE OPERATION OF UTILITY CARTS. REVIEW SAFETY GUIDELINES AND INSTRUCTIONS. FAMILIARIZATION OF CART ROUTES.
Definitions Authorized Cart Operator - Individual that possess a valid drivers license and has successfully completed “Cart Operator Safety Training”. Valid Business Use - Transporting equipment, or supplies for the University as well as transporting employees, students, or visitors with temporary or permanent disability related needs. PERSONAL CONVENIENCE USE IS PROHIBITED.
Compliance UNIVERSITY RULE 24. 01. C 0. 01 Operators violating the TAMU-CC Cart Policy will be verbally warned and/or their supervisors will receive notification of violations from the University Police Department and/or the Environmental, Health & Safety Department. Employees who do not comply with the Policy & Procedures, as outlined in the TAMU-CC Utility Cart Safety Policy and Procedures may forfeit their Utility Cart operating privileges.
Utility Cart Signage/Equipment The required minimum signage/safety equipment includes the following: § Department name and assigned identification numbers displayed on the front of the cart. § Orange Safety Flag on a 5’ fiberglass rod displayed to the rear of the cab. § Audible alarm signifying that the cart is moving in reverse. § Horn § Turn Signals § Rear View Mirror § Outside mirrors if utility cart has an enclosed cab/or enclosed with cargo box § Laminated Cart Route map attached to the front dash of the cart.
Utility Cart Safety § Disconnect the charging cable before entering cart. § Passengers must sit on the designated seating areas. § Check the area behind the cart before backing up. § All body parts- feet, legs, and arms, shall be kept inside the cart while it is in motion. § Always remain seated and hold on while the cart is in motion. § When the cart is to be left unattended, turn the key to the off position. § Engage the parking brake and remove the key. § If the cart has a toggle switch, it should be out of plain sight. § Secure your utility cart to prevent vandalism and theft. § Passenger occupancy must not exceed the passenger limit and load capacity designated by the manufacturer.
Monthly Cart Maintenance § Operators should inspect the cart for proper signage and safety equipment. § Visually check the tires and batteries for proper inflation and hydration. § Check the battery often to prevent battery failure.
Utility Cart Repair and Modifications § Carts that are not mechanically safe to operate will be removed from service until the required repairs have been made by either Motor Pool or by a vendor authorized by TAMU-CC. § Utility carts shall not be modified in any manner that affects the recommended mode of operation, speed or safety.
Operator Safety § NO CELL PHONE OR ELECTRONIC DEVICES IN USE WHILE THE CART IS IN MOTION § Avoid sudden stops or changes in direction that may result in a loss of cart control. § All turns shall be executed at reduced speeds. § Apply brake to control speed when traveling down an incline. § Slow down to pedestrian speed on sidewalks. § Carts shall not exceed the speed of pedestrian traffic. § Drive the cart only as fast as the area’s terrain and safety conditions will allow.
Campus Roadways Travel in the direction of the flow of traffic. Obey all campus street signs and traffic regulations. Slow down before and during turns.
Pedestrian Right-of-Way Keep a safe distance from pedestrians. Wait for pedestrian traffic to clear before proceeding through intersections. Utility Carts shall be operated with the utmost courtesy, care and consideration for the safety and convenience of pedestrians. Pedestrians ALWAYS have the right-of-way! Carts must YIELD to pedestrians at crosswalks, sidewalks, intersections and wherever a pedestrian is encountered.
Crosswalk Safety § Caution- Watch for vehicle traffic coming from parking lots. § Use caution when approaching crosswalks, intersections, and blind spots
Sidewalk Safety USE CAUTION ON SIDEWALKS. WATCH FOR SKATE BOARDERS AND PEDESTRIANS USING CELL PHONES USE CAUTION WHEN APPROACHING LOCAL CART TRAFFIC. KEEP TO THE RIGHT, DRIVE SLOWLY OR STOP. DO NOT RUN OVER THE SPRINKLER SYSTEM NEAR THE EDGE OF THE SIDEWALKS. HELP PREVENT SIDEWALK/WALKWAY HAZARDS BY STAYING ON THE AUTHORIZED CART PATHWAY.
Sidewalk/Parking Lot Safety Sidewalk Safety (Parking) § On sidewalks: Do not park in a way that may create a hazard for pedestrians trying to go around the cart. Parking Lot Safety Parking lot travel is limited to only the following departments: § University Police § Facilities Services (SSC) § Telecommunications § Environmental, Health & Safety
Parking Lot Hazards Limited Visibility: § The vehicle operator may not see an approaching cart due to its small size. Motor Vehicles: § § Fast moving motor vehicles. Students in a hurry to find parking. Slow moving utility carts. Parked cars obstructing view.
Roadway Hazards Heavy Construction Equipment: § Be aware of heavy equipment on the campus roadways. § Use caution when approaching heavy equipment.
Parking § Authorized parking spaces are marked with Green Paint or Reflectors. § “No Cart Parking” spaces are marked with Red Reflectors.
Park and Walk Operators must park in an authorized parking space and proceed on foot to their destination. § Bus Stop at Corpus Christi Hall § University Center (East side)
Parking Restrictions Carts shall not drive or park in the following areas: § Soft surfaces such as landscaping and grass. § Unpaved surfaces. § Naturally covered areas to include mulch, pine bark, or straw. Avoid parking on or next to: § § § § Sidewalks Stairwells Doorways Accessibility Ramps Entrance to buildings Fire Lanes All Names Campus Roadways
Parking: UNAUTHORIZED “No Cart Parking” spaces are marked with Red Reflectors. Corpus Christi Hall No Cart Parking on the East side of the buildings. University Center No Cart Parking or driving on the Sandstone Pavers.

Unauthorized Cart Paths Main Campus Entrances: Island Blvd and Sand Dollar Blvd Woo Sung Lee Alumni Welcome Center Campus Spine Lee Plaza Hector P. Garcia Plaza Bell Library Natural Resources Center crosswalk University Center / Anchor Plaza
Main Campus Entrances Cart travel is prohibited on Island Sand Dollar Blvd and in High -Speed Traffic Areas NO CART TRAVEL
Woo Sung Lee Alumni Welcome Center Cart travel off main campus (Island Campus) to the Woo Sung Lee Alumni Welcome Center, is PROHIBITED. You MUST drive a fullsized vehicle to perform any work-related activities at this location.
Campus Spine and the adjoining sidewalks Utility Carts are prohibited from traveling along the CAMPUS SPINE and the covered sidewalks along the campus spine which are located: § East Side of Corpus Christi Hall § Jeff and Mary Bell Library, § Center for the Sciences South side of the Center for the Arts. No Carts Zone
Lee Plaza Utility carts are prohibited from traveling through Lee Plaza. Cart may be parked by the Welcome Center on the north side of the Library, closest to O’Connor bldg. No Carts Zone
Hector P. Garcia Plaza Prohibited cart operation within the Hector P. Garcia Plaza No Carts Zone
Bell Library Do Not Enter on the sidewalk from Bay Hall to library. No Carts Zone
Natural Resources Center Cart travel within the Pedestrian Crosswalk (Natural Resources Center Building) at the intersection of Island Boulevard and Surf Drive is prohibited. No Carts Zone
University Center - Anchor Plaza Cart travel on the North side and around the circle of the UC is prohibited. No Carts Zone
Accident/Misuse Reporting Regardless of whether property damage or personal injury occurred, report all incidents of misuse, and/or accidents and injuries to: v Your supervisor v The department to which the cart is assigned v The University Police Department v The Environmental, Health & Safety Department All accidents must be reported through Origami.

Your supervisor will then receive an email to approve or deny your operator privileges. The certification process is complete when E, H&S receives your supervisor’s response.
