South Pacific FIR 3
Nadi (NFFF) Oceanic FIR - Overview ATM DOT SYSTEM – 1994 PACOTS – 1994 50 NM RNAV (Trials) – 1995 Datalink – 1996 ATM EUROCAT SYSTEM – 2000 v Datalink v ADS-C v AIDC 2002 Ø RNAV 10 (RNP 10) – 2003 Ø RNP 4 – 2005 Ø Avg. 80 flights/day – 15% FANS 1/A v Ø Ø Ø v
Nadi (NFFF) Oceanic FIR - Overview v ATM AURORA SYSTEM – 2010 v Datalink v ADS-C v AIDC v Block Levels v ADS-B v Conflict Probe Ø Avg 100 flights/day – 32% FANS 1/A v May 2015 Ø Avg 106 flights/day – 40% FANS 1/A
PBN in UPR Application - Successes Ø Collaborative transitions (PACOTs, UPR, RNP etc) with adjacent FIR Ø ATM System timely upgrade to meet UPR demands Ø ATC upskilled to handle complex conflictions Ø Enhanced tracking and monitoring capability Ø Efficient coordination of near boundary events via AIDC Ø Improved airspace usage by ATC, direct routes to avoid conflicts Ø Improved weather deviation response times & distance(s)
PBN in UPR Application - Successes Ø Capacity for mixed operations environment with Non-UPR Ø Operations Approval Process of National Carrier (737/A 330) Ø Expansion of UPR to more operators and city pairs Ø Considerable benefits realized immediately by operators Ø Use of optimum route -levels Ø Cruise climb – Block Levels Ø ADS-B ITP successful trials Ø Efficiency balance – all airlines, every day !
PBN in UPR Application – Lessons Learned Ø PBN in UPR Implementation more effective with key stakeholders involved with planning and implementation – Airspace Users, ANSPs, State CAA, Aviation Organizations (IATA etc) Ø PBN awareness/training crucial for key stakeholders to avoid misunderstanding of requirements Ø Coordination with key Regional partners/bodies beneficial to States – utilize resources on offer by States, Regional bodies Ø Regulatory framework is essential to garner compliance from key stakeholders Ø Operations Approval of National Carrier could have been coordinated sooner with CAA
PBN in UPR Application – Lessons Learned Ø Connectivity to domestic route structure – timely implementation crucial to seamless operations (ATS) Ø Timeliness by ANSP and Operators in sharing data analyzed crucial to future planning Ø Delay in expansion to Fiji carrier Non-UPR capable aircraft not fully explored and currently being undertaken
