Harm Prioritization Scale (HPS) n n HPS is a harm measurement technique developed by the RCMP which identifies the most harmful criminal activities undertaken by organized crime groups. HPS provides managers with a clearer picture to prioritize enforcement actions on the organized crime groups causing the most harms to our communities.
