Housekeeping • Robert’s Rules of Order to be followed • Once a motion is made and seconded, it can be changed only by amendment; amendments must be proposed, seconded, voted, and added to the original motion before the original motion is voted • A motion to “Call the question” (“Previous Question”) is a motion to stop debate; if seconded and passed by 2/3, debate is stopped and a separate vote is then immediately held on the issue at hand

Recommendations • Are a vehicle for Committees to convey ideas to agencies, industry or organizations in a less formal manner than by resolution. • Include as part of the minutes. • Can be actionable by the Gov. Relations Committee or Executive Committee • Recommendations are good for follow-up action on previous resolutions as well.
