ACQUISITION APPROACHES BUILDING STRONG § § § MATOC Better suited for large design build projects, allowing for multiple design solutions to be considered. Fair opportunity requires us compete work with all contractors in the pool. Expensive and time consuming to put contracts/ task orders into place. § § § SATOC Well suited for moderate size projects with defined scopes and time allows for meaningful negotiations. Multiple negotiations are often required, and occasionally we do not achieve mutual agreement. Contractor proposal’s are based on RS Means and pre-negotiated coefficients for SRM IDCs. 8(a) Match IDIQs § § Use current authority to non competitively award 8(a) Contractors a contract with values up to $4 M.
