Urban Traffic Control System and Public Transport Priority CIVITAS Forum Paolo Giuseppe CONFALONIERI Project Automation, Monza 24 -26 September 2012 Vitoria-Gasteiz, Spain
Objectives and target groups Objectives • • • To render Public Transport more effective and appealing for day-by-day use To improve commercial speed of Public Transport Fleet To experiment on several critical intersections the Public Transport Priority strongly interconnected with the UTC system Target Groups: • • Users of public transport • Fleet operators Car drivers: – Commuters from outside – Commuters from inside CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 2

Measure no. 78: Use of Public Transport fleet AVL/AVM data from other ITS applications -The service is operated by “Nord-Est Trasporti” Company, owned by ATM Milano (Public Company) - AVL/AVM is implemented by ATM Milano; - When a bus reaches a bus-stop, its localisation and monitoring data is available on a Website through a Webservice - Data includes the delta with respect to the expected arrival time CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 5
Measure no. 78 The blue knots are the real bus-stops The red knots are virtual stops defined to better follow buses along the Corridor CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 6

Measure no. 81: Installation of the UTC system for coordinated traffic light control - Plan Selection UTC - Each intersection of the two corridors communicates with a Server Computer - This allows the coordination of intersections close one to the other - Coordination rules change over time and traffic status - Public Transport buses can be preferred CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 8
Measure no. 82, priority request fulfillment through UTC CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 9
Misura n. 82: Public Transport Priority System in Monza – Priority at intersections controlled by the PA-Road. Manager® UTC The context of the city of Monza: - buses share the same carriageways of private vehicles - priority requests must be the strict necessary, to avoid private traffic congestions - priority actions consist of longer green times on specific movements - priority actions must be in the overall traffic conditions CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 10
Measure no. 82 The reference process CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 11

Measure no. 82, Inference/Decision Module DM 1 Rp > 300 sec Rp > 180 sec Exp. Del = Arrival_Time_by_Time. Table - (Actual_Last. Stop_Time + E[Travel. Time]) - Exp. Del (Expected Delay) is the forecast of the delay that the bus will have at the completion of the current stretch; - Arrival_Time_by_Time. Table is the expected arrival time at the first bus stop after the intersection to be crossed, as defined by timetables; - Actual_Last. Stop_Time is the actual time gathered at the bus stop right before the intersection; - E[Travel. Time] is the expected time between the two stops, computed keeping account the cluster CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 13
Measure no. 82, Decision Module DM 2 - This component receives priority requests generated by DM 1 - For each intersection (or group of coordinated intersections) it checks compatibility or conflicts between active requests - It selects the requests to be fulfilled by Road. Manager UTC, through a cost/benefit impact analysis - It stores the requests fulfilled for optimisation purposes CIVITAS Forum l 24 -26 September 2012 l Vitoria-Gasteiz, Spain 14
