Section III Considerations for Urban Governance
Know who you are! - The wider territorial context as starting point for co-operation ESPON Experiences in Targeted Analyses Characteristic city Define partners with common interest (exchange experience + advocacy) Performing city Define (private) target groups / partners on the basis of strengths Related city Define city-city partnerships on the basis of relevant spatial networks Integrated city Define (macro)regional, cross-border and urban-rural partnerships on the basis of coherent territorial area Influenced city Define multi-level partnerships on the basis of shared responsibilities Influencing city Define multi-level partnerships on the basis of shared responsibilities
Urban Governance and ESPON Support Complex challenge Governance ESPON Territorial support Different themes come together Multi-sector Integrated analysis Economy, environment, social, transport, housing Different policy domains work together Define thematic issues involved – what sectors concerned? Different geographical levels come together Multi-level analysis Global, European, (trans)national, regional, local, neighbourhood Different administrative levels work together Define the level of scale – what administrative levels need to be involved? Different actors come together Multi-actor Case-studies Public, semi-public, private Public and private bodies work together
Conclusions • Territory matters when defining governance arrangements: – Governance for what? – Governance with whom? • Characteristics of good territorial governance: – Inclusion of different policy domains (integrated approach) – Inclusion of different administrative levels (multilevel) – Inclusion of partners within geographical reach of the policy challenge – Inclusion of (semi)public and private stakeholders (multi-actor)
