National Board Information (cont) National Board Personnel National Board Payments National Board Edits • NATIONAL BOARD PERSONNEL report - shows the salary that has been entered by the district for each person. • NATIONAL BOARD PAYMENTS report - shows the MSIS calculated amount of reimbursement for each person receiving the supplement. • NATIONAL BOARD EDITS - helps to identify errors on the individual employee schedule(s) in MSIS. National Board Information (cont) • Current National Board payments are being reimbursed based upon the number of 2014 -2015 eligible teachers. • In the month of February, the National Board Payments report will be recalculated based upon the number of 2015 -2016 eligible teachers. Some districts will have been overpaid YTD and will have to submit a refund payment to our office. The impacted districts will be contacted individually, and will be provided details on how to remit your refund payments. • The total from the National Board Payment report multiplied by 1. 2340 (to include fringe benefits of 7. 65% for Social Security and 15. 75% for PERS) will give you the total amount your district will receive for FY 16. • The new amounts will be reflected in payments beginning March thru June. If it is incorrect, individuals will not fund correctly. Verify that the appropriate code is entered (902001, 902002, 902003, 902004, 902010). ü The individual's schedule is very important. If the instructional minutes divided by the total minutes is not at least 50%, the employee will not be funded. ü The district percentage of time impacts the amount funded. ü Pay close attention to the issue date and expiration date. National Board Information (cont) LEGISLATIVE UPDATE: Bills Introduced at the capital • HB 182 creates the National Board Certified Teacher's Incentive Pilot Program which provides an additional $6, 000 supplement (in addition to the NBCT supplement of $6, 000) for any NBCT who teaches in a school district determined by the MDE to be experiencing a shortage of NBCTs. (Rep. John Moore) • HB 207 reimburses educators undergoing National Board Certification for completion of each of the 4 component assessments of certification, rather than receiving a one-time reimbursement as current law provides. HB 207 increases the reimbursement to $2, 000 and requires that certification must be completed within the course of 3 years. (Rep. Contingent Contracts – Stanley Gipson • § 37 -9 -7. Employment of unlicensed superintendent, principal or teacher; conditional contracts; expiration of license during term of contract It shall be unlawful for any superintendent, principal or teacher to be employed or contracted with to teach or serve in any of the public schools of this state who does not hold a proper license as required by the State Board of Education. However, the local school board, in its discretion, may authorize the superintendent to enter into a conditional contract with a teacher for a scholastic year, as defined in Section 37 -61 -1, or a portion thereof, contingent upon (1) the person's graduation from an approved teacher education program before September 1 or the issuance of a proper license by the State Board of Education before October 15 for those individuals to be employed beginning with the first term of the scholastic year, or (2) the person's graduation from an approved teacher education program before December 31 or the issuance of a proper teacher licensed by the State Board of Education before February 15 for those individuals to be employed beginning with the second term of the scholastic year. If the individual who is to be employed beginning with the first term of the scholastic year does not graduate before September 1, or if the individual who is to be employed beginning with the second term of the scholastic year does not graduate before December 31, then any conditional contract executed contingent upon the person's graduation shall be null and void on September 1 or December 31, as the case may be. If the teacher who is to be employed beginning with the first term of the scholastic year fails to obtain a valid license before October 15, or if the teacher who is to be employed beginning with the second term of the scholastic year fails to obtain a valid license before February 15, then any conditional contract executed contingent upon the issuance of a proper license shall be null and void on October 15 or February 15, as the case may be. After a contract is declared null and void, the school district shall withhold from the employee's final salary payment, or shall take such legal action as may be necessary to collect from the employee, any amounts above the amount paid to substitute teachers in that district which were paid to the employee before the contract conditioned upon the person's graduation or being issued a proper license is voided. If the license held by any superintendent, principal or teacher expires during the life of any such contract and is not renewed, then such contract shall be null and void upon the expiration of such license which is not renewed. This agreement will be null and void should this condition not be satisfied by the employee. If the agreement is declared null and void in accordance with the terms and conditions set out above, both parties do hereby agree that the employee will be paid for services to that date only for such amounts as are paid to substitute teachers in the district. The employee further agrees that the district may withhold from the employee’s final salary payment, or take such legal action as may be necessary to collect from the employee, any amounts previously paid in excess of the amount paid to substitute teachers. Curley • Governor’s 1. 5% Budget Cut • MAEP and Chickasaw were excluded from the cut • EEF Buildings & Buses – $240, 000 Cut • Entire cut was taken in February 2016 • State Agencies were required to return the funds immediately to DFA • EEF Procurement Cards - $180, 000 Cut • Master Teacher - $339, 000 Cut • SFS anticipates enough funds available despite the cuts to fully fund the EEF Procurement Card and Master Teacher programs for FY 16 given current funding levels MASBO Spring Conference Feb. 2016 ©MDE – Office of School Financial Services 15
Payments Update for FY 16 Kim Mc. Curley • MAEP EEF Funds – Of the FY 2016 $2. 26 billion allocated, $214. 6 million is paid with Educational Enhancement Funds (EEF) generated through sales tax revenues. – Since MAEP EEF funds are subject to the availability of sales tax revenues, these funds are essentially “self-cutting”. When sales tax revenues go down, distribution of MAEP EEF funds are reduced. Once sales tax revenues go back up, the MAEP EEF funds are restored and distributed to districts. However, if sales tax revenues do not meet levels needed to fully fund EEF, districts may receive less than their original MAEP allocation. – As of the end of January, MAEP EEF distributions were down $3. 3 million. Crowdfunding Policy – Go Fund Me or Donors Choose • • • Crowdfunding is the process of requesting a specific gift or donation to fund a specific purchase or project, typically through websites or social media designated for this purpose. The following rules will apply whenever the District, a District employee, or other volunteer or agent of the District seeks donations/gifts through a crowdfunding website intended to benefit the District, District employees acting in their capacity as District employees, or the District's students. Before any donation is requested, the CFO must be informed of the request to ensure that the request does not conflict with other fundraising efforts, to verify that the District does not already have the requested supplies/property and to ensure that the District can adequately support, store or maintain the gift if received. All donations/gifts that are requested through crowdfunding are considered District property. The CFO must be informed if donations/gifts are received using crowdfunding so the gift/donation may be appropriately acknowledged by the District, deposited in the appropriate District account, or inventoried.
