MONTORING Activity Baseline definition… to be done at regional site visits Different baselines provide different results… CONCERTO Plus makes calculations with different baselines Baselines for primary energy factors and CO 2 emissions : - Presentation of possible calculation methodologies (illustrated by the example of Cerdanyola, one of the most complex energy systems among the CONCERTO initiative): - operating margin (Spanish scenario 1) - build margin (Spanish scenario 2) - EU-mix scenario - Discussion on national or regional baselines for CO 2 emissions factors (Example: Ajaccio is in Corsica, which is in France: for electricity we can take the average values for France or the specific values for Corsica… where there isn’t any nuclear power plant)

Monitoring: To be done now… CONCERTO 1 : - Let us know any major change in implementation - Check the figures on the TMD (if it has not already been done): - tab PROJECTDATA (most urgent) - tab GENERATION - tab CONSUMPTION CONCERTO 2 : - Let us know any major change in implementation - Insert the figures into the TMD (if it has not already been done): - tab PROJECTDATA (most urgent) - tab GENERATION - tab CONSUMPTION

Preliminary Results of the Technical Monitoring of the first 27 communities

Preliminary Results of the first 27 CONCERTO communities Expected total reduction in energy use:

Preliminary Results of the first 27 CONCERTO communities Expected total reduction in energy use: - Of electricity use: - Of heating energy use (final energy): 33% - Of cooling energy use (final energy): 32% 24% Saved CO 2 emissions through EE measures: ca. 50 000 t. CO 2/yr Unified baselines for calculation Electricity: UCPTE mix: 617 kg. CO 2/MWh - Heating: individual gas boilers with 90% efficiency: 308 kg. CO 2/MWhheating - Cooling: electrical cooling with seasonal performance factor of 3: 206 kg. CO 2/MWhcooling

Preliminary Results of the first 27 CONCERTO communities Balance between energy use and local

Preliminary Results of the first 27 CONCERTO communities Balance between energy use and local energy generation from RES : - Electricity use in CONCERTO: 110 GWh/yr - Electricity generated locally from RES: 144 GWh/yr ca. 23% of the electricity generated locally from RES is „exported“ out of the CONCERTO neighborhoods - Heating energy use in CONCERTO (final energy): 205 GWh/yr - Heating energy generated locally from RES: 260 GWh/yr ca. 21% of the heating energy generated locally from RES is „exported“ out of the CONCERTO neighborhoods (= CONCERTO produces more RES than used in CONCERTO communities benefits are carried over to other communities!)

Preliminary Results of the first 27 CONCERTO communities Expected total reduction in emissions: Saved

Preliminary Results of the first 27 CONCERTO communities Expected total reduction in emissions: Saved CO 2 emissions through CONCERTO: ca. 220 000 t. CO 2/yr Total eligible costs: EUR 128 653 562 Costs of saved CO 2 emissions: 46 EUR/t. CO 2 Assumptions for calculation: Interest rate: 6%; Average life time of CONCERTO measures: 25 yrs The first 27 CONCERTO communities alone reduce the equivalent of total* CO 2 emissions of a 20. 000 inhabitants town * Including CO 2 for transport, living, food, industry etc. ~ i. e. making a 20. 000 inhabitants town completely CO 2 neutral

Please help us with… - Giving us feedback on any issues that concern the overall CONCERTO project or CONCERTO PLUS - Telling us about your experiences in the project (Lessons learnt, barriers, solutions etc. ) - Letting us know how we can support you better? - Providing us with updates on the progress made in your projects (i. e. Photographs, press-releases, news etc. ) - Making available those deliverables of your project, which are important for the overall analysis and evaluation of all projects (e. g. regarding Socio-Economic issues and Technical Monitoring)

Questions to discuss… How has the project changed over the years in comparison to the original planning? Did your objectives change? Did the plan measure need to be adjusted to a changed situation? Which barriers did you encounter during the implementation of the project? • financial • technical • low acceptance at community/district level • regulatory/legislative • others Solutions to overcome barriers? How have the various stakeholders been involved in the planning and implementation of the various CONCERTO measures? Has the attitude of the involved stakeholders changed over time? How have the inhabitants of the CONCERTO districts been involved in the planning and implementation of the various CONCERTO measures? Which aspects of your project are specific to your regional/local context?
