United States Public Health Service Commission Corps Retirement Annual Leave Balance Options

Annual Leave Balance Options • Use Up Prior to Retirement • Terminal Leave • Lump-Sum Leave Payment "Protecting, promoting, and advancing the health and safety of the Nation"
Terminal Leave
Terminal Leave • Any annual leave taken after departing from your duty • • • station for the last time • Large block of time through date of retirement Must be submitted and approved prior to submission of the PHS-1373 All annual leave must be submitted and approved in the Direct Access System Terminal Leave dates will be submitted by the Separations Team upon processing of the Retirement Orders "Protecting, promoting, and advancing the health and safety of the Nation"
Terminal Leave Restrictions • Cannot be granted leave in excess of actual leave • • balance on date of retirement Includes annual leave accrued during terminal leave period Taken in whole days only May be granted or denied by Agency or OPDIV Any non-duty day bracketed by terminal must be counted as terminal leave "Protecting, promoting, and advancing the health and safety of the Nation"
Terminal Leave • Reasons an officer would not be charged for terminal leave: • Approved leave was revoked by leave • granting authority Officer becomes ill while on terminal leave • Certification of illness from a physician required "Protecting, promoting, and advancing the health and safety of the Nation"
Lump-Sum Leave Payment
Lump-Sum Leave Payment • Payment for the number of unused annual leave at time of retirement: • Lifetime limit of 60 days for all uniformed service active duty "Protecting, promoting, and advancing the health and safety of the Nation"
Lump-Sum Leave Payment • Computed based on officer’s grade at dates of retirement • Payment consists of: • Base Pay • BAH Reserve Component/Transit • • (RC/T) (BAH 2) • BAS Federal and State taxes deducted No FICA or Medicare taxes deducted
Terminal Leave vs. Lump-Sum You have 60 days of unused leave. Cash it in? or Take Terminal leave? • Cash it in • Remain on Active Duty • 60 days of annual leave cashed in • Full pay and allowances • Lump-Sum Payment Base pay portion taxed at 25% • Terminal Leave • Leave 60 days early • No leave to cash in • Full pay and allowances • Pay normal tax rate of base pay "Protecting, promoting, and advancing the health and safety of the Nation"
