1. 0 Introduction • The United Republic of Tanzania (URT) is located on the east cost of Africa. • The URT was formed in 1964 by unifying the Indian Ocean Islands of Pemba and Zanzibar and the mainland territory formerly known as Tanganyika. 9/15/2020 Ministry of Education and Vocational Training Tanzania 3
1. 0 Introduction Cont… v. URT covers an area of 945, 200 sq. km with a population of about 40 million. (33 million, last census 2002) v. 2. 0 Education System in Tanzania The Tanzania education system is a 2 – 7 - 4 – 2 – 3+ system. (2 years of pre-primary, 7 years of primary, 4 years of ordinary secondary, 2 years of advanced secondary and 3 years plus of higher education). 9/15/2020 Ministry of Education and Vocational Training Tanzania 5
2. 1 Government Policies To ensure that education and training meets employment needs, the following policies have been developed and implemented: Ø Vocational Education and Training (VET)Policy of 1994; Ø Education and Training Policy (ETP) of 1995; Ø Technical Education and Training (TET) Policy of 1996; and Ø The National Employment (NE) Policy of 2008. 9/15/2020 Ministry of Education and Vocational Training Tanzania 6
2. 1 Government Policies Continued… o Currently, the ETP of 1995 is being reviewed to address recent socio-economic, technological and environmental changes. Other documents which as well ensure alignment between education and employment in Tanzania include: Ø The Tanzania Vision 2025; Ø The National Strategy for Growth and Reduction of Poverty (MKUKUTA); and Ø Millennium Development Goals (MDGs). 9/15/2020 Ministry of Education and Vocational Training Tanzania 7
3. 0 Expansion of Access to Basic Education In recent years, Tanzania has expanded access and improved quality of education and training. This has been achieved by: v Instituting the Primary Education Development Program (PEDP) initiated in 2002; which has resulted in the increase of enrolment from 7, 959, 884 in 2006 to 8, 419, 305 students in 2010; and v Instituting the Secondary Education Development Program (SEDP) initiated in 2004, which has resulted the increase of enrollment from 675, 672 in 2006 to 1, 638, 699 students in 2010. 9/15/2020 Ministry of Education and Vocational Training Tanzania 8
4. 0 Technical and Vocational Education and Training (TVET) In Tanzania, TVET covers training of craftsmen, technicians and engineers. TVET is offered by public, private and non-Government institutions. Quality control and assurance and accreditation of institutions and approval of programmes is done by: Ø Vocational Education and Training Authority (VETA) at craftsmen level; and Ø National Council for Technical Education (NACTE) for technician and engineers’ levels. 9/15/2020 Ministry of Education and Vocational Training Tanzania 9

4. 1 TVET Achievements Continued… Introduced the Competence Based Education and Training (CBET) which is demand driven. Established a TVET Technical Working Group which is a dialogue platform of stakeholders to advise the government on issues pertaining to the development of TVET. Increased enrolment in TVET from 61, 263 students in 2005 to 166, 786 in 2010. 9/15/2020 Ministry of Education and Vocational Training Tanzania 13
5. 0 Aligning TVET to Employment Needs Association With ACCC In 2008, the government of Tanzania in collaboration with Association of Canadian Community Colleges signed a memorandum of understanding (Mo. U) to partner in the Education for Employment (EFE) Project. EFE - covers Mining, Tourism and Agriculture sectors. Objective of the project is to: Ø Improve quality and relevance of TVET; Ø Enable TVET graduates meet employers needs; Ø Establish and consolidate partnerships between Canadian and 12 Tanzanian institutions; and Ø Revitalize industry participation in TVET provision. 9/15/2020 Ministry of Education and Vocational Training Tanzania 14

5. 2 EFE achievements During implementation of this project, the following achievements have been realized: Ø Conducted one workshop to build Capacity to 32 trainers in CBET Best Practices; Ø Conducted two workshops to build Capacity to 62 trainers in Labor Market Information Analysis; Ø Conducted one workshop to build Capacity to 72 TVET managers and Staff in Leadership and Entrepreneurship; Ø Facilitated partnerships between Canadian and Tanzanian institutions. 9/15/2020 Ministry of Education and Vocational Training Tanzania 16
6. 0 Challenges which face the TVET system in the course of alignment between education and employment include: Ø Inadequate enrolment capacity of TVET Institutions to match expansion in primary and secondary education; Ø Cost implication in running CBET § Need for practical learning materials, and § Need for new technology and equipment. 9/15/2020 Ministry of Education and Vocational Training Tanzania 17

6. 0 Challenges Continued… Ø Reluctance of industries to participate in CBET by: § Not offering field attachments for students. 7. 0 Looking Ahead The Government of Tanzania plans to implement the following measures: Identify successes and challenges, including evaluation of EFE project; ii.
