How are laws made? 1. The proposed law is written out in a document called a BILL. 2. The BILL is introduced and discussed in the HOUSE OF COMMONS – This is called the FIRST READING. 3. The BILL is again debated in PARLIMENT – This is called the SECOND READING. 4. It is passed to a committee and gone through in detail – It is then debated again – This is the THIRD READING. 5. A vote is taken and if the vote is in favour of the BILL, it is passed to the HOUSE OF LORDS for discussion. 6. The HOUSE OF LORDS debate and vote on the BILL – If it is PASSED it is sent to the QUEEN who gives it the ROYAL ASSENT. 7. The BILL becomes an act of PARLIMENT and is now LAW and enforced by the POLICE.
