The Civil Service - introduction What is a civil service? Where are civil servants employed? What qualifications do civil servants need? What are, in your opinion, the basic values of a democratic civil service?
Civil servant vs. Public servant Civil servant = državni službenik Public servant = javni službenik = a bureaucrat hired by the government to work for the civil service (državne službe) = an elected or appointed member of the government for social or public services (javne službe) public administation courts ombudsmen … (Civil Servants Act = Zakon o državnim službenicima) education health care Social care … (Institutions Act = Zakon o ustanovama)
The civil service • a sector of government or an international agency composed mainly of career bureaucrats hired on professional merit • qualifications and skills of employees are of importance • the institutional framework which enables the governments to employ the best people • work on projects put forward by their governments (regardless of their political affiliation) • the civil service is regulated by statutes, laws, or regulations
Fundamental values 1) MERIT – the recruitment is based on merit 2) EQUALITY – anyone can participate in the competition to occupy posts, if they meet the requirements established for the position in question - Once employed in the civil service, the system of evaluation and sanctioning is comparable for all functionaries 3) IMPARTIALITY – guarantees that the civil servants whould maintain a neutral position toward political parties - all applicants should be given equal opportunities - they should provide the same attention and quality in the services offered to citizens
The recruitment system CIVIL SERVANTS = career public servants - can be employed at any level of government - regulated by laws or statutes remain separate from other public employees THE RECRUITMENT SYSTEM – establishes the selection procedures for a position of a civil servant; determines - if contest is public or closed - the type of exams and study guides - the type of interviews - requisite profile and academic qualifications, experienece - samples of work - personal references of candidates Establishes the contract under which they should be integrated into the public sector (salary, if a trial period, type of evaluation …)
The recruitment Steps in the recruitment procedure: 1) Revision of the applicant’s CV 2) Undergoing examinationa and psychometric tests 3) Submission to an interview Possibility to appeal the decision
Training Can be a) INITIAL EDUCATION – allows for the development of competences relevant to the post aspired to which had not be acquired during professional education b) CONTINUOUS EDUCATION – responds to - the demands of the public or - the modification or updating of the forms and procedures of the different administrations or - the incorporation of new values in the face of changes in organizational culture c) A COMBINATION OF BOTH
Evaluation • Seeks to identify strengths and weaknesses in public management • SANCTIONS + SALARIES, BONUSES SANCTIONS Verbal reprimands Permanent removal from the post - Assessment of performances - a relation between salaries or the bonuses in relation to the goals set, and to outstanding performance
Evaluation Leads to increase in - efficiency - effectiveness - better planning - clear focus on results
Promotions • HORIZONTAL mobility • VERTICAL mobility Exchange of knowledge is encouraged!
