C – Pager Introduction – Battery Installation Initial Use (future use will require that the belt clip be removed first and reinstalled after the battery change) 1. Remove the 2 screws and the battery cover. 2. Insert the battery pack into the pager. Insert the battery so that the connectors pins align with battery contacts of the pager. 3. Replace the battery cover, insert and tighten the 2 screws 4

E - Pager Operations – Function Status – Options 1 – Blue Tooth 1. Blue Tooth is where you can setup an earphone that uses Blue Tooth. If Blue Tooth is turned on, your battery life will be shorter. Use the Navigation key to select the BT Device option. Press the On-Off to enable Blue Device. Use Pg Dn to see more options 21

Your pager should find the Earphone device. If you see the headphones icon the earphone is On and showing your device name or it may have to search for your device, if you have not setup it already. If you see the Blue Tooth icon Earphone is Off. then Use Pg Dn to see more options 22

Hour Format: Sets 12 -hour or 24 -hour format. 6. Audio Squelch: Allow level signals to be heard. 7. Voice Memo Setting: Allows playing a Voice Memo after an alarm 27

F – Dispatch Protocols Unication Pager-Features Each of the 8 Positions are set to monitor a unique combination of local MPSCS Talk-Groups (Zones 1 -3) and VHF Channels (Zone 4 G-5 s only) with the numbered TGs/CHs coinciding with the same Position number for easy consistent access (see below). Zone 2 monitors analog 800 MHz National direct Tactical channels with the final digit corresponding with position number. Zone 3 monitors analog 700 MHz National direct Tactical channels with the final digit corresponding with position number. Each TG/CH has an assigned scan priority. Therefore, the pager automatically switches to the highest active T/G in the selected position. Pager knows when it is ‘In Range’ or ‘Out of Range’ and uses optimized back-ground site scanning to select best system signal. The MPSCS network looks for pagers programmed to Critical Sites to confirm it is in range. See your department trainer regarding pager functionality and selected custom features. 35

F – Dispatch Protocols Understanding Berrien County MPSCS (11) & NPSCPAC (700 & 800) Talk/Groups 11 PGXXXX (Agency Page) = outbound only-T/G to individual agency to activate their pagers. 11 PG 911 (County Page) = countywide “all-call” page simultaneously activating all agencies. 11 P 911 (County Priority) = countywide two-way T/G for broadcasting emergency traffic. 11 E 3 OAK (3 Oaks EMS) 11 EMED 1 (Medic 1 EMS) 39 EPRIDE/11 ECEMS (Pride Care EMS) 11 ESMCA (SMCAS EMS) 11 E 911 (County EMS) = proposed future countywide two-way T/G for mobilizing EMS. 11 F 911 (County Fire) = countywide two-way T/G for mobilizing Fire/MFR/EMS. 11 FG 1, 11 FG 2, 11 FG 3, 11 FG 4, 11 FG 5 (Fire Ground) = countywide two-way T/G’s assigned by Dispatch as they are available for public-safety units to mobilize and operate fire scene. 11 UIC 1, 11 UIC 2, 11 UIC 3 (Unified Incident Command) = countywide two-way T/G’s assigned by Dispatch, as they are available, to mobilize and conduct multi-disciplined/jurisdictional on-scene Command at a specific event (rescues, multi-vehicle accidents, storms, AVI, etc). 11 SPEV 1, 11 SPEV 2 (local Special Event) = countywide T/G’s assigned by Dispatch as they are available, for participants involved in short term (<one day) events (parades, carnivals, etc. ). 7 TAC 51 D, 7 TAC 52 D, 7 TAC 53 D, 7 TAC 54 D, 7 TAC 55 D (Tactical) = 700 MHz digital NPSPAC (National Public Safety Planning Advisory Committee) channel, for radio-to-radio talking in immediate area; ideal for on-site (off-network) fire-ground tactical communicating. 8 TAC 91 D, 8 TAC 92 D, 8 TAC 93 D, 9 TAC 94 D (Tactical) = 800 MHz analog NPSPAC (National Public Safety Planning Advisory Committee) channel, for radio-to-radio talking in immediate area; ideal for internal (off-network) fire-ground tactical communicating. EVENT 01 (Site-Trunking Mode) = default back-up T/G for towers that become isolated from the MPSCS wide area network. 800 MHz radios switch to Zone G, EVENT 01 to talk locally. 37
F – Dispatch Protocols Typical Paging Protocol • VHF paging will be maintained in Berrien County until all agencies have MPSCS coverage, or December 31, 2022, whichever comes first. VHF agencies will continue to be paged in the same manner. • MPSCS Fire/EMS agencies will be paged simultaneously, with the same broadcast message over 11 F 911 (countywide Fire/EMS). Priority incidents will include broadcast over the appropriate county wide shared area Law talk-group, and 11 P 911 (Priority). NOTE: if a VHF agency is also prescribed as automatic mutual-aid, their mobilization will be performed separately over the VHF “Simulcast” system. This is primarily because conventional VHF requires “tones” to be broadcast over the airwaves to “wakeup” the pager first. MPSCS allows for one broadcast message to be delivered simultaneously over pagers and shared two-way T/Gs. • Fire/Public-Safety departments operating on MPSCS field radios will be automatically assigned to respond over one of the five county wide two-way Fire Ground talk-groups during the paging phase. Responding public-safety and Fire station units will both respond to the scene, and conduct fire ground operations from that same F/G T/G. • Once the I/C has determined all necessary resources are on-scene (first 15 -20 mins. ), the I/C will advise that the scene is “under control. ” Dispatch will acknowledge the I/C and give the command a name (i. e. Cass St. Command, etc. ), and be released from FG monitoring. The I/C will request anything further from Dispatch by calling on 11 F 911 or 11 P 911. • NOTE: MPSCS field radio rescuers should determine beforehand, if radio coverage inside larger local buildings is marginal; it is highly recommended that those operations be conducted over 800/700 MHz 8 TAC 91 D or 7 TAC 51 D series Tactical channels, and are recommended default in the “home zone” for field radio template programming. • VHF Fire Department-only responses and fire ground operations will take place on VHF direct Fire Grounds according to current protocol. The Fire I/C will also operate on the assigned “UIC” T/G when participating in multi-discipline/jurisdictional responses. 38
F – Dispatch Protocols Back-Up MPSCS 800 MHz Paging Protocol • For situations when the MPSCS network tower is down and radio/pager devices shows as “site-trunking, ” dispatch will perform a typical page as described above for those pagers still affiliated to the network. • In addition, Dispatch will also page Fire/EMS agencies of jurisdiction, using on-site back-up radios and the “ 11 PG 911” (all-call) T/G, which will alert any pager affiliated with the isolated site. • VHF agencies will be paged from the normal Simulcast system unless the entire system is in “Failsoft” (no network connections), in which case, they would be paged from one or more simplex VHF back-up sites located around the county. 39
