Introduction ICAO Annex 6 Part I lays down the standards and recommended practices for management of fatigue for flight and Cabin Crew Members. These standards require State of the Operator to establish prescriptive regulations for the management of fatigue which include flight time, flight duty periods, duty period and rest period limitations. The Operator, for the purpose of managing its fatigue related safety risks, is required to establish flight time, flight duty periods, duty period and rest period limitations that are within the prescriptive fatigue management regulations established by the State. Introduction Changes: The requirements contained in the CAR supersede requirements contained in CAR-7 -J-I of 1997 with respect to operators of and cabin crew engaged in scheduled/non-scheduled air transport operations and general aviation aeroplanes operations. Revised Definitions: for Flight Time and Rest Period. The old definition of Flight Duty Time has been replaced by the following definitions; Flight Duty Period (FDP), Duty and Duty Period. New Definitions include: Augment Flight Crew, Fatigue, Home Base, Local Night, Neighboring Countries, Positioning, Reporting Time, Split Duty (Break), Standby, Ultra Long Range Operations (ULR), Unforeseen operational circumstances, and Window of circadian low (WOCL). Introduction Summary of Regulatory Differences. Domestic and International operations have been revised with respect to Daily and Cumulative Flight Time Limitations as well as the introduction of Daily FDP Limitations. The new FDP limits now impose further restrictions when the FDP impinges the WOCL. Cabin Crew Members are further restricted to the number of landings based upon Day/Night operations, length of FDP and amount of flight time. The introduction of Split Duty provides for better flexibility for the Operators to extend FDP. Flight Time/Flight Duty Extensions due to unforeseen circumstances. Augmented Cabin Crews now have mandated inflight rest requirements. Better understanding of Acclimatisation and Adaptation based upon the number of Time Zones crossed. Introduction Summary of Regulatory Differences. Weekly and Bi-Weekly Rest Requirements have been established for 24 hours with 1 Local Nights Rest and 36 hours with 2 Local Nights Rest. The rest requirements now establish a Fitness for Duty component by establishing minimum rest periods before the start of an FDP. The Establishment of Minimum time for Pre-flight and Post Flight Duties. The requirement for the understanding the impacts of Stand-by duties, at the Airport, and at Home with respect time limits on Standby as well as Combined Time on Standby and FDP when assigned without an intervening rest period.
