Federal Fleet, Requirements, Optimizing, Offerings FLEET SUSTAINABILITY GSA Fleet Sustainability and Telematics 12
Alternative Fuel Vehicles in the Fleet • In FY 15, 83% of federal vehicles purchased were alternative fuel vehicles, including low greenhouse gasemitting vehicles • Since 2009, the Federal Fleet community purchased 740 plug-in hybrid electric and 158 battery electric vehicles (as of June 28 2016) *Figure doesn’t include commercial leases or Low speed electric vehicles GSA Fleet Sustainability and Telematics 13
Federal Fleet Sustainability Requirements Law/Mandate Executive Order 13693: Planning for Sustainability in the Next Decade Requirements • Reduce federal fleet per-mile greenhouse gas (GHG) emissions by 30% by 2025 from a 2014 baseline • By 2020, 20% of new fleet acquisitions must be comprised of zero emission and plug-in hybrid electric vehicles • Increase to 50% by 2025 • Plan for refueling infrastructure that can record vehicle level refueling data Energy Independence • Acquire only low-GHG emitting vehicles with some and Security Act of exceptions 2007 (EISA) • MY 16/17 Passenger Cars: 300 g/mile max CO 2 emission • MY 16/17 Light-Duty Trucks: 375 g/mile max CO 2 emission Energy Policy Act 1992/2005 (EPAct) • 75% of light duty vehicle acquisitions must be alternative fuel vehicles in metropolitan areas GSA Fleet Sustainability and Telematics 14
• Federal Sustainability Requirements for products purchased with Fleet Card Ensure that re-refined engine lubricating oil and retread tires are purchased if available • Recycled, bio-based, FEMP-designated or non-ozone depleting products should be used where practical • For alternative fuel vehicles, agency cardholders must purchase alternative fuel where readily available at a reasonable cost 15
Implementing Sustainability: Fleet Planning Optimizing Your Fleet Greater ability to meet federal mandates Reduced agency fleet costs GSA Fleet Sustainability and Telematics 16
How to Optimize • Know your agency and your fleet • Clearly define agency mission and goals • Use the tools available to you • Explore all available vehicles and options • Use vehicle allocation methodology (VAM) • Right-size vehicle fleet • Have a mixed fuel portfolio • Substitute vehicles for Fleet Solutions – Use Dispatch Reservation Module and look to Motorpool options – Look to STR/Short term rentals in place of vehicles that are sitting GSA Fleet Sustainability and Telematics 17

Fuel Type Electric Fuel Considerations: Pros and Cons Propane When taking into consideration which & how many Alt. Fuel vehicles to integrate into your fleet, think through fuel and vehicle availability, applicability, and costs. Natural Gas (CNG/LNG) Biodiesel (B 20) Hydrogen GREATER FUEL AVAILABILITY E 85 PROS CONS No GHG emissions (some GHG emissions for PHEVs and HEVs) Low fuel costs High fuel economy High vehicle/infrastructure costs Long refueling time Limited vehicle class options Expensive. Range anxiety. May need a station/electricity source. Domestically produced Renewable Vehs very available, Prices comparable to conventionallyfueled vehs Emits GHGs Lower fuel economy than gas Somewhat corrosive Food source Domestically produced Clean-burning Lower fuel economy than gas Limited LD vehicle availability Domestically produced Burns clean, Low fueling costs Can retrofit gas vehicles, bi-fuel options High vehicle/equipment costs Limited fueling infrastructure Domestically produced Renewable, Clean-burning Better fuel economy than gas LD vehicles are expensive Limited fueling infrastructure Lower fuel economy than diesel Zero tailpipe emissions Domestically Produced Very Limited availability/infrast. Fuel storage difficult High production costs Improving Sustainability LESS FUEL AVAILABILITY Improving Sustainability
Why More Efficient Vehicles? GHG Emission Reductions No/less fleet GHG emissions Operating costs Lower fuel cost per mile and maintenance costs Support market development Lead by example in growing alternative fuel market Performance Quiet, comfortable, and quick GSA Fleet Sustainability and Telematics 20
Implementing Sustainability: Geographic Considerations and Driving Habits Rocky Terrain • 4 X 4 or AWD SUV • All-terrain tires • E 85 or CNG pickup (pending availability of fuel & maintenance facilities) • Consider wheelbase and ground clearance City Driving • Battery Electric Vehicle or Plug-in Hybrid Electric Vehicle (pending Highway Driving • Low-GHG sedan • Diesel sedan availability of charging infrastructure & maintenance facilities) • Hybrid Electric Vehicle • Low-GHG sedan GSA Fleet Sustainability and Telematics 21
Locating Alternative Fuel Stations • DOE’S Alternative Fuel Data Center Station Locatorhttp: //www. afdc. energy. gov/locator/stations/ – Mapping tool to determine location and quantity of alternative fueling stations – Search for fueling stations by location, fuel type, and availability (public vs. private) • WEX Connect Mobile App & Desktop version – Locate fueling stations that accept the WEX fleet credit card – Includes up-to-date station information and fuel costs for each fuel type and station • Charging Station vendor apps 22
