Pallbearer Contacts • CSSB maintains two pallbearer teams in alert status for hero ceremonies; J 3 NCOs notifies Pallbearer NCOIC, who in turn recalls pallbearers as needed • CSSB will be the first unit notified for pallbearer requirements; their teams will report to the flight line at rehearsal time to provide backfill to the unit if needed. If the hero’s unit has enough pallbearers present, CSSB team will be released by the Ramp NCOIC or J 3 SGM UNCLASS//FOUO 8

Hero Movement Team NCOIC • CSSB maintains four HMMWVs specifically for Hero transport • CSSB NCOIC recalls drivers as needed • Hero movement team picks up practice transfer cases at MACP prior to rehearsals • One extra truck and driver are staged at Ramp in the event of vehicle breakdown • In the event civilian aircraft is used for movement, Hero movement team transports Hero to mission aircraft from ceremony aircraft • CSSB NCOIC ground guides vehicles to their stopping point during ceremony UNCLASS//FOUO 9

Formation NCO • Provide assistance to J 3 SGM as needed • Serve as NCOIC for troop formations during ceremony Color Guard NCOIC • Participates in all rehearsals and the ceremony • Provides staff to unit for duration of ceremony if needed • Trains unit color bearer for conduct of ceremony if needed UNCLASS//FOUO 10

Chaplain • Serves as the chaplain for ceremony if unit chaplain is unable to attend • Advises unit chaplain on ceremony procedures as needed Band • Plays “Hymn To The Fallen” while Hero is moving • Plays music in accordance with Hero home nation guidelines as necessary • Band is not a requirement if unit is unable to support with a band. Rules and Regulation • CENTCOM Regulation 638 -1 dated 6 Feb 13, – Ramp ceremonies will only occur in conjunction with the departure of Human Remains (HR) from MACP or Theater Mortuary Evacuation Point (TMEP). • JTF-3 will hold Ramp Ceremonies between the hours of 0600 hrs 2200 hrs and Dignified Transfer between the hours of 2200 hrs-0600 hrs, both in conjunction of the Mission Flight. • If not a JTF-3 unit (i. e. SOF) Fallen, the unit in which the Fallen is from has the lead for the ceremony. JTF-3 is able to send representation to the ceremony as other units. If the unit needs “technical assistance, advise and/or training to conduct the ceremony JTF-3 may provide an NCO for that task. UNCLASS//FOUO 15

Preparation and Coordination • Establish POCs representing DVs at their respective HQ • Coordinate for aircraft type, call sign, tail #, and “Wheels Up” notification to JVB from the point of origin to BAF • Determine number of DVs/accompanying party, movement timeline, and aircraft type • Determine number of JVB personnel and vehicles required to support mission • Coordinate with CMD GRP to determine if CG or designated representative will greet DV (s) and transport them to ceremony (influences vehicle and seating assignment) – Coordinate for “Wheels Up” call to CMD GRP IOT trigger movement to the flight line • Assign specific action officers when multiple parties are scheduled to arrive at different times/by different means UNCLASS//FOUO 16

Preparation and Coordination • Coordinate with Airfield Management or Command Post to determine ramp and parking spot for F/W arrivals – BPT stage between Delta and Sierra ramps in the event that ramp/spot information is not yet available – Coordinate for VVIP R/W arrival adjacent on or adjacent to Delta Ramp for quick access, R/W repositioning to Foxtrot Ramp during the ceremony, and call-forward back to Delta for pick-up and departure • Check all vehicles, radios, cell phones, and placards as necessary • Conduct section rock drill and final QA/QC UNCLASS//FOUO 17

Execution - Arrival • Stage all vehicles on the flight line – R/W: NLT 30 Minutes prior to scheduled arrival – F/W: NLT 60 minutes prior to scheduled arrival • BPT to receive ground movements through ECP NLT 30 minutes prior to expected arrival • BPT receive ramp and parking spot information from Airfield Management or Command Post if not already known prior to SP • BPT receive “Wheels Up” call from either HQ POC at point of origin or via JVB • The CMD GRP will then be notified of “Wheels Up” and “Arrival” (if by ground) to begin movement to the flight line where they will occupy the lead position in the column • BPT for CG or representative to move DV (s) to ceremony in their respective vehicles UNCLASS//FOUO 18

Execution - Ceremony • The J 3 SGM is the on-site NCOIC for all Fallen Comrade ceremonies • DVs and accompanying parties are divided into three groups for the ceremony: – DVs directly participating in the ceremony and moving to the aircraft with the CMD GRP – Plane-side formation personnel (either or potentially both sides of the aircraft ramp) – Front rank of main ceremony formation forward of the hanger and facing the aircraft • DVs and accompanying parties are dropped at their respective points and maintained by the assigned action officers UNCLASS//FOUO 19

Execution - Ceremony • Ensure PAX know where specific vehicles or rally points are located -- vehicles for DVs will be co-located with the JTF-10 CMD GRP vehicles to either side of the aircraft – VVIP ADCs and PSDs can assist in this action • Park vehicles, turn off lights and engines, and stand by vehicles • See “Ceremony Movements” in the second half of this presentation for detailed a depiction of all movements and specific notes on JVB actions at the ramp UNCLASS//FOUO 20

Execution - Departure • Upon entry of the DVs on to the aircraft and dismissal of the main formation, mount up and start movements to rally points or standby for DVs per the mission plan • Ensure accountability of PAX for each vehicle prior to movement to their F/W or R/W • Conduct movement to their F/W or R/W aircraft • Ensure that all personal items are accounted for as DVs and accompanying parties move from vehicle to aircraft • Account for all personnel once they have boarded the aircraft • Remain at ramp until aircraft is visually confirmed “wheels up” • Report “Wheels Up” notification to JVB, JTF-1 CMD GRP, and JOC UNCLASS//FOUO 21

Execution - Special Circumstances • JTF-3 provides support to all Coalition Forces within JTF-3 forwarding Fallen Comrades out of theater from BAF, upon request • CF command control elements located at BAF will normally be the POC and liaise with JVB in preparing and executing the mission • BPT receive advance parties required for conducting the ceremony via R/W or F/W • BPT facilitate CF POC requests for transportation through the BAF TMR office • Some ceremonies will require short-term DVQ billeting (not RON) between time of arrival and the ceremony • BPT coordinate for un-forecasted office calls with the CMD GRP with the SCJS UNCLASS//FOUO 22

Execution Special Circumstances • Billeting will BPT house DVs and accompanying parties based on late night ceremonies and/or weather effects – Forecast the number of billets available vs required – Recommend a “bump” plan for personnel already in DVQs – BPT coordinate with Base OPS billeting for additional housing for limited DVs and accompanying personnel UNCLASS//FOUO 23

After colors halt, chaplain does an about face facing the VIP’s and center behind the colors. • The Pallbearer NCOIC lowers salute and call the pallbearers to “Order, Arms. ” The Pallbearer NCOIC commands, “Ready, Step” two soldiers from the end will move in to grab hero case. • A series of 4 commands of “Ready, Pull” until hero case has been removed from the back of the MAXXPRO. The Pallbearer NCOIC command “Ready, Step” bearers step away from MAXXPRO and automatically lowers hero case. Two soldiers initiated the grab will break away. VICs UNCLASS//FOUO 32
