Department of Veterans Affairs Veterans Health Administration Subcontractor Procurement Process Exceptions to Practice Guidelines n n n Previously required a waiver from VA Network Homeless Coordinator (NHC) or designee NHC waiver required has been dropped SSVF provider to assess whether to grant exception and must document rationale, examples: n n GPD plan was for resident to save sufficient funds through employment, but job loss/hospitalization/fine, left resident with insufficient funds for move HUD-VASH prevention need caused by one-time factors as above – 3 rd party financial rep not needed 3

Department of Veterans Affairs Veterans Health Administration Subcontractor Pre-Selection Process How frequently can exceptions be given? n n Goal is to end homelessness by the end of 2015 Must assess level of demand availability of community resources to meet demand For example, if there are 100 homeless Veterans community must serve during the year to get to zero and resources just sufficient, exceptions mean homelessness continues Critical to strategically determine how to prioritize these offers in partnership with VA and other providers based on available resources – not an ad hoc approach 4
