S Department of Transportation Federal Transit Administration FTA TRANSIT CONSTRUCTION WORKSHOP - VIRTUAL OCTOBER 20 – 21, 2020 Hudson Tunnel Project (HTP) New York/New Jersey PROJECT DETAILS Purpose & Need To preserve the current functionality of the Northeast Corridor’s (NEC) Hudson River rail crossing between New Jersey and New York and strengthen the resiliency of the NEC Mode: Heavy Rail Cost: $11. 6 BN (draft 30% Design) Length: Approximately 6. 5 miles Stations: Connecting into A-Yard in NYC (west of Penn Station New York) 2018 Ridership: Amtrak: 21, 976 weekday trips NJ TRANSIT: 176, 300 weekday trips Delivery Method: Project Partners continue analysis to determine the best-value strategy for procuring and constructing the HTP and anticipate Design-Build for Package 1 (Civil Works) 4 HTP Project Elements Resiliency, Redundancy, Reliability - The construction of the new two-tube Hudson River Tunnel - The completion of the Hudson Yards Concrete Casing – Section 3 (HYCC-Section 3) - The rehabilitation of the 1910 North River Tunnel (damaged by Superstorm Sandy) Note: Above figures, costs, and schedule reflects 2020 financial plan in the FY 2022 FTA CIG Submittal. 2

The Need to Maintain Existing Levels of Rail Service and Economic Growth on the Northeast Corridor • The existing North River Tunnel represents a critical single point-of-failure • The need to maintain existing levels of rail service is critical as it supports intercity, regional, and local mobility and associated economic benefits regionally and nationally, increasing risk to 20% of U. S. GDP generated on NEC 2. National Environmental Policy Act (NEPA) Environmental Review • Awaiting Record of Decision from FRA and FTA for the new Hudson River Tunnel and rehabilitation of the North River Tunnel 3. Ensuring the Best Value-for-Money on the Project • Continuing to analyze various contract procurement and alternative delivery methods in order to develop and ensure the best value risk allocation for the Project Partners 4
