TURKISH STATISTICAL INSTITUTE Before the ABPRS The Central Civil Registration System (MERNIS) q MERNIS is a centrally administered system including information on vital events of all citizens (Headquarter in Ankara, 923 registration offices in districts) q MERNIS is based on family ledgers q Maintenance of the system obtained by the Ministry of Interior q No updated information on place of residence was available q Not in electronic format q Unique ID number with 11 digits is available since 2001 National Address Database (NAD) q Established by the municipalities in coordination with Turk. Stat in 2006 q Names and unique codes for localities, quarters, streets, buildings and all kind of independent units in the building (dwelling, office etc. ) q Type of the address/living quarter (residence, office, school, student dormitory, hotel, nursing home etc. ) q Centrally maintained by the Ministry of Interior Demographic Statistics Department Vital Statistics Group 19

TURKISH STATISTICAL INSTITUTE Death Notification System q Improved by the Ministry of Health in cooperation with the Ministry of Interior, General Directorate of Civil Registration and Nationality q Web based system q Accessible from all health centers and hospitals (government/private/university hospitals) q Every physicians have password to enter the system q When the ID number of deceased person is entered to the system, connection is provided with the Central Civil Registration System (MERNIS), and all information of deceased person come to the screen q Physicians enter causes of death (ICD-10) in detail q Causes of death information is classified by specific working groups in 26 regional offices of Turk. Checking registers with other registers (controlling ‘sign of life’) by the Ministry of Interior every year. Getting information from district directorates/village headmen/families q Unreported deaths in small areas. Especially older women living alone and not having any property q Unstandardized alumni records of schools/universities. Last completed school registers of older persons (not available/in paper format). Mismathched records because of maiden name of older women. Intention of institution/organization to compile data for statistical purposes.
