Introduction Primary purpose of Corridor Trip Monitoring System (CTMS): • Immediate future – Covid 19 remedial action • Maintain record of driver & crew compliance to medical requirements • Monitoring trip progression by tracking of vehicle & driver • Facilitate management of safe transit in cross border road transport operations • Longer term – Corridor performance management • Monitoring trip progression by tracking of vehicle/cargo • Available to all corridor management institutions • Tool towards SMART corridors

CTMS Fundamentals • Based on regulatory framework set by Multilateral Cross Border Road Transport Agreement (MCBRTA) adopted by Tripartite Ministers of Infrastructure (TSMCI) on 31 Oct 2019 in Lusaka, Zambia • Operator is responsible and liable for the quality of operation of both driver & vehicle • Operator, driver & vehicle information readily available to authorities at roadside through Tripartite Transport Registers and Information Platform System (TRIPS) • CTMS to operate & be hosted in conjunction with TRIPS

CTMS Modules CTMS is comprised of the following modules: – Operator Web Application • Register trip, select waypoints of route & link driver/crew, vehicle(s) & cargo • Vehicle and/or cargo tracking – Driver/Crew Mobile Application (Android only) • Record health screening questions • Driver/crew tracking – Officials Roadside Application (PDA) • Verify registered trip & crew health • Record additional health observations & COVID 19 test – Officials Office Application • Monitor deviations from registered trip • Corridor Performance Management – Integration with other systems • • TRIPS Tracking Customs Immigration

CTMS Process Operator Web Application • Responsible Competent Person (RCP) of the operator undertaking the journey to register a cross border road transport trip on behalf of the operator on the CTMS prior the departure • Origin & destination with border posts and estimated departure & arrival dates/times • Identification of vehicle(s), driver(s) & other crew members • Compliance with prescribed health requirements, including infection/immunity status, location, date & results of last medical examination or test, and screening checklist of Covid 19 symptoms for each of the crew members, who must have negative Covid 19 test certificate prior to departure • Details relating to cargo carried

CTMS Process As Covid-19 Protocols evolve, status of crew recorded on CTMS: • Symptomatic History – Details recorded twice daily by crew members on the symptom screening applications on their mobile phones • Positive Test – Date and location of such test, together with quarantine arrangements • Immunity Certification – Persons who contracted Covid-19 and recovered upon which a sufficient amount of antibodies is present within their bodies may render them immune to further infections of SARS-Co. V-2 for a predetermined period of time within which they would not need to be tested • Vaccination Certification – Once a vaccine has been developed, vaccinated persons would be immune to infection of SARS-Co. V-2 for the duration of the validity period of the vaccine within which they would not need to be tested • “Active” Negative Test – If supported by the testing protocols, it may become possible to capitalise on the incubation period between the time that a person was infected and the time that the asymptomatic person may infect others, i. e. persons was tested and found negative within such incubation period – SADC/Tripartite Council of Ministers agreed to 14 day validity period • “Expired” Negative Test – If the validity period since the previous negative test results exired, every person need to be tested again irrespective of being symptomatic

CTMS Process CTMS Location Tracking – Vehicle Location by means of secure system interface to collect tracking information from onboard satellite navigation system or operator installed vehicle tracking system, supplemented by • Real time location data recorded by weigh stations & law enforcement officers at road side • Tracking data from existing customs cargo tracking systems such as the Regional Electronic Cargo Tracking System (RECTS) in the EAC

CTMS Roadside Process Officials PDA Application Health or law enforcement officer at Covid 19 check point or border post in any participating Member/Partner State scans 2 D barcode on Trip Registration, Operator Disc, Vehicle COF Disc and/or Driving Licence/Pr. DP Card to perform: • Retrieve Covid 19 compliance data previously captured, and • Record additional Covid 19 compliance data. 2 D Barcodes allow storage of data and digital signature enabling offline authentication of document and data Driving Licence or Pr. DP

CTMS Roadside Process NTIS Officers will have access to the trip, operator, driver and vehicle records by scanning the 2 D barcode on the, Operator Disc, Vehicle Certificate of Fitness (COF) Disc, Driving Licence OR Pr. DP Card by using a compliant TRIPS handheld device. Vehicles of which a single crew member does not comply or is tested positive in sample testing are not allowed to proceed to the border. Test results, test date, time & location together with other symptomatic information is uploaded to the CTMS using the TRIPS handheld device. NTIS TRIPS/ CTMS will manage compliance along all corridors in Tripartite Member States. Vehicles of which the crew has been cleared are allowed to proceed to the border.

CTMS Process CTMS Roadside Application for Authorities – Scan 2 D barcode on any document to access trip, operator, driver & vehicle records – Once test results are available, test date, time & location and results together with other symptomatic information, including the person’s temperature reading, are to be uploaded to the CTMS using the TRIPS handheld device – If test was positive, the official can request the available movement records of the vehicle and crew members. – Vehicles of which the crew has been cleared without the need for testing and those that have tested negative are allowed to proceed to the border – Vehicles of which a single crew member tested positive are not allowed to proceed to the border and the procedures in accordance with the developed protocol for such events will be followed by the officials at the checkpoint

CTMS Process Officials Office Application – All Roadside Features – GIS based – Deviations from registered route only CTMS • Real time tracking of vehicle based on available data released by operator/owner of vehicle and/or customs cargo tracking data • Real time tracking of driver based on mobile phone tracking application • Time based history of route followed by vehicle, including locations where vehicle stopped • Time based history driver movements

CTMS Equipment & Internet Access • Operator – Office Environment – Desktop computer & printer – Internet access • Driver/crew – Mobile App – Smart Phone – minimum specs Android 7. 1, 2 GB RAM & GPS – Do not rely on internet for tracking – record satellite tracking & upload when access to Wi. Fi available • Officials – Roadside – Hand held device complying with minimum specs • PDA – scanner to read barcode through windshield, clip on battery & screen for use in bright sunlight • Smart phone or Tablet – Internet access – recommended equipment include Wi. Fi range extender at border posts

Support Coordination – CTMS Coordination Teams to be established in each Member/ Partner State • Focal Person • Champions relating to each module • Coordinate support from 1 st & 2 nd Line Support at Help Desk – Coordination Team is 1 st point of contact by users in each Member/ Partner State – Existing institutional structure & current staff members, increasing capacity if required

Personal Privacy & Data Protection MCBRTA: § Article 16 – Regulatory Framework and provisions on Privacy of Personal Data and Protection of Information CTMS/TRIPS level: § Authorities will simply perform queries on foreign operators, drivers and vehicles when the need arise eg at Covid 19 check point or transgression was committed § Official at roadside can only query details by scanning a barcode – Trip Registration Certificate, COF, Operator Disc, DL, Pr. DP or display on Crew Member App – thus subject of query is present § Access to data restricted – no printing, copying or forwarding of data possible within application § Official in office only sees deviations from registered trip in automated trip progression monitoring § Corridor Performance Management performed on de-personalised data Country level: § Data captured by authorities relating to COVID 19 compliance uploaded to CTMS server to enable consolidation of medical compliance data § Transgressions committed by foreign operators and drivers will be down loaded to the NTIS of the country where they are registered to enable consolidation of transgressions for demerit points

Security User level: § Username & password at login § 2 Factor authentication for Operator Web Application § No access to data from Driver/Crew App – only upload of data § Installation of Officials App only on identified devices System level: § Access restricted by application software § Secure network protocols, encryption of data, firewall policy § Certificate authentication of interfacing systems (NTIS of member states) Document level: § Offline authentication by means of digital signature included in 2 D barcode on each document or certificate § Online access to query and validate trip registration, Covid 19 test certification, together with operator, driver & vehicle compliance status

Advantages • Centralised system that can be accessed by all participating Tripartite Member/Partner States irrespective of REC membership for validation of trip registration, COVID 19 compliance, operator, driver & vehicle documentation. • Key to the management of safe crossborder road transport and compliance to COVID 19 requirements by operators and drivers. • CTMS not dependent on compliant NTIS or operational TRIPS but operation will be enhanced when compliant NTIS and TRIPS are commissioned

Advantages • Simplified procedure without need for numerous documents and manual log sheets to be completed by drivers and officials at check points • Limits human interaction without need to exchange documents and reduce risk of contamination/ infection when documents are exchanged. • Can also be used to manage domestic transport operations to ensure safe and sustainable domestic supply chain operations.
