Transmitted by the experts from OICA IWVTA-SGR 0 -22 -06 Transposition of IWVTA into national/regional WVTA This document updates SGR-19 -05 (submitted by OICA and Japan) in view of the decision taken at the 21 st meeting of SGR 0 to use the terminology “IWVTA class/IWVTA type” instead of “vehicle type/IWVTA type” which had been proposed earlier. All concepts are unchanged.

Background • • • The concept of “IWVTA class/IWVTA type” in UN-R 0 is different from that of “vehicle type” which is commonly used in national / regional type approval schemes. Therefore, guidance concerning how the “IWVTA class/ IWVTA type” in UNR 0 can be transposed into the "vehicle type" in national / regional type approval is necessary. This presentation offers such guidance using three concrete examples, namely Australia, the European Community, and Japan.

Agenda • Part 1: Type definition • Part 2: Transposition of IWVTA • into EC-WVTA • into Japanese WVTA • into Australian WVTA

Type definition in UN Regulations • • • UN R-0 has a 2 -level concept • IWVTA class: vehicles which share certain design characteristics (cf. Annex 7, Paragraph 1. 1) • IWVTA type: vehicles within the same vehicle type which share the same level of conformity to the technical requirements of R-0 (cf. Annex 7, Paragraph 1. 2) Other UN Regulations use the concept of vehicle type based on the design characteristics of the concerned vehicle system, e. g. • Vehicle type with respect to the braking system (cf. 2. 2 of UN R-13 H) • Vehicle type with respect to the seats (cf. 2. 2 of UN R-17) • Vehicle type with respect to pedestrian protection (cf. 2. 38 of UN R-127) Each definition of vehicle type is based on certain common design characteristics in accordance with the technical purpose of respective UN Regulation. Vehicle type definitions in UN Regulations differ from each other to meet the technical purpose of each Regulation

The relation between IWVTA class and IWVTA type IWVTA class #1 IWVTA type #2 “Beetle with ESC” “Beetle without ESC” An IWVTA class shall consist of at least one IWVTA type (UN R 0, Annex 7, paragraph 1. 1. 3. )

Use of Type in hierarchical approvals (1 of 4) • • If a type approval according to a UN Regulation makes use of type approvals to other UN Regulations then it must be assured that all systems/components/variants are covered Existing example: Installation of lighting devices UN R-48 Note: the same concept applies for UN R-0 And: the same concept applies for transposition of IWVTA into national/regional WVTA Approval of vehicle type to UN R-48 Main Beam Headlamp Direction Indicator UN R-112 or 123 UN R-6 Approval of LED Headlamp Approval of LED direction indicator UNR-112 Approval of H 7 -Headlamp UN R-6 Approval of filament lamp direction indicator …

Use of Type in hierarchical approvals (2 of 4) • It is also possible that the same hierarchically lower-level approval (e. g. component) is used in different hierarchically higher-level approvals (e. g. vehicle installation), example: • direction indicator in rear view mirror approved to UN R-6 • The same rear view mirror is used in different vehicle types Approval of vehicle type #1 to Approval of vehicle type #2 to UN R-48 UN R-6 … Approval of LED direction indicator …

Use of Type in hierarchical approvals (3 of 4) IWVTA #1 IWVTA #2 R 13 -H Approval of the braking system In the same sense it is possible that the same lower-hierarchical-level approval (R 13 -H) is used in different higher-hierarchical-level approvals for IWVTA.

Use of Type in hierarchical approvals (4 of 4) IWVTA Model EMC: UN R-10 C 200 C 220 d 1 approval covers all 3 models approval #1 Braking: UN R-13 H Noise: UN R-51 Steering: UN R-79 … (additional separate approvals contained in IWVTA) … (additional national / regional requirements in WVTA) C 400 approval #1 approval #2 approval #3 1 approval covers all 3 models … … … • It must be assured that all variants and versions within one IWVTA type shall be approved within one IWVTA (UN R 0, paragraph 4. 11) • Within one IWVTA all variants and versions must be approved to the same version of a concerned UN Regulation

Agenda • Part 1: Type definition • Part 2: Transposition of IWVTA • into EC-WVTA • into Japanese WVTA • into Australian WVTA

Transposition of IWVTA into national/regional WVTA • • The application for national/regional WVTA follows the type definition of that country/region 3 cases are possible • IWVTA type is defined as the national/regional WVTA type 1 IWVTA will be used for 1 national WVTA • IWVTA type is “larger” (=contains more variants) than the national/regional WVTA type 1 IWVTA will be used for several national WVTAs • IWVTA type is “smaller” (=contains less variants) than the national/regional WVTA type several IWVTAs are needed for 1 national WVTA

Product portfolio within one platform of a manufacturer Body variants Powertrain variants Other parameters • • … • 2. 0 l R 4 gasoline • 3. 0 l V 6 gasoline • 2. 2 l R 4 diesel • 2. 0 l R 4 gasoline with Plug-in hybrid … Left-hand / right-hand steering Manual / automatic transmission Tyres / Rolling resistance …

Possibility A: One IWVTA type may include more than one body variant and does include powertrain variants C 200 C 220 d … C 200 C 220 d C 200 Possible use of IWVTA if Annex 7, Para 1. 1. 2 is used C 220 d … IWVTA #1 By way of derogation from the requirements of paragraph 1. 1. 1. , subparagraph (b) above, when the manufacturer uses the floor portion of the body structure as well as the essential constituent elements forming the front part of the body structure located directly in front of the windscreen bay, in the construction of different kinds of bodywork (for example a saloon and a coupe), those vehicles may be considered as belonging to the same IWVTA class.

Possibility B: One IWVTA may contain one body variant and does include powertrain variants IWVTA #1 C 200 C 220 d … IWVTA #2 C 200 C 220 d … IWVTA #3 … Possible use of IWVTA if Annex 7, Para 1. 1. 1 (b) is used The design and assembly of the essential parts of the body structure in the case of a self-supporting body.

Type definition in the EU • • • The definition of vehicle type is identical to that of the IWVTA class in UN R-0 EC-WVTA does not need the concept of IWVTA type (It is not necessary since EC-WVTA does not foresee a concept like LIWVTA) Therefore, variants and versions are directly contained in the EC vehicle type Due to the identical definition of vehicle type it is likely that one IWVTA will be transposed into one EC-WVTA In case the EU should chose to not only accept U-WVTA but also a certain level of L-IWVTA in the future, it is also possible that e. g. a U-IWVTA and an L-IWVTA could be used within the same EC-WVTA

Transposition of IWVTA into EC-WVTA 1 IWVTA can become 1 EC-WVTA C 200 C 220 d … + EC type approval to EC regional requirements • Statutory plate • Masses + dimensions • Emissions • … IWVTA #1 EC-WVTA #1

Type definition in Australia Motor Vehicle Standards Regulations model, of a road vehicle, means a class or family of road vehicles: • (a) of the same make; and • (b) of the same general type or appearance; that includes the road vehicle. CIRCULAR 0 -1 -2: A GUIDE TO THE CERTIFICATION OF NEW VEHICLES – TYPE APPROVAL Types usually comprise a specific make and model (e. g. the Toyota Camry). In some cases, vehicle types can include known combinations or “variants”. • • The definition allows for some flexibility Common practice of many manufacturers is to collect all powertrain variants of 1 body variant into 1 application
