I-1. Consolidated General guidelines for UN Regulatory procedures and transitional provisions in UN Regulations Document WP. 29 -166 -02 “Revised guidelines on amendments to UN Regulations” was consolidated into document SG 58 -20 -03 “draft General Guidelines for UN regulatory procedures and transitional provisions in UN Regulations”. Refer to document SG 58 -20 -05 for the consolidated guidelines. It is noted that Annex 3 “Administrative guidelines on amendments to UN Regulations” was newly added for this purpose. IWVTA Informal Group plans to submit consolidated draft guidelines to WP. 29 at its November session in 2016. FYR, the report for the 168 th session of WP. 29 (ECE/TRANS/WP. 29/1120) says; - “The secretariat noted that no changes had been made to document (WP. 29 -166 -02). AC. 2 decided that this document should be further discussed at the Informal Working Group (IWG) on IWVTA. ” (Paragraph 10) - “Following advice given by AC. 2, the World Forum referred document WP. 29166 -02 on guidelines on amendments to UN Regulations to the IWG on IWVTA for further considerations. ” (Paragraph 44) 3
I-1. Transitional provisions of UN Regulations (1) item Transitional Provisions Date (a) V. 1 As from the official date of entry into force of the XX series of amendments, no Contracting Party applying this UN Regulation shall refuse to grant or refuse to accept UN type approvals under this UN Regulation as amended by the XX series of amendments. Date (b) V. 2 As of Date (b) (1 September), Contracting Parties applying this UN Regulation shall not be obliged to accept UN type approvals to the preceding series of amendments, first issued after Date (b) (1 September). Date (c) V. 3 Until Date (c) (1 September), Contracting Parties applying this UN Regulation shall accept UN type approvals to the preceding series of amendments, first issued before Date (b) (1 September) Date (c) V. 4 As of Date (c) (1 September), Contracting Parties applying this Regulation shall not be obliged to accept type approvals issued to the preceding series of amendments to this Regulation New Entrants V. 5 Notwithstanding the transitional provisions above, Contracting Parties whose application of this UN Regulation comes into force after the date of entry into force of the most recent series of amendments are not obliged to accept UN type approvals which were granted in accordance with any of the preceding series of amendments to this UN Regulation/ are only obliged to accept UN type approval granted in accordance with the XX series of amendments.
I-1. Transitional provisions of UN Regulations (2) item Transitional Provisions Without modifying requirements for equipment/parts - Special case 1 -1 - V. 6 Notwithstanding paragraph V. 5, Contracting Parties applying the UN Regulation shall continue to accept UN type approvals of the equipment/parts to the preceding series of amendments to the UN Regulation Some vehicles categories/ vehicle systems not affected - Special case 1 -2 - V. 7 Notwithstanding paragraph V. 5, Contracting Parties applying the UN Regulation shall continue to accept UN type approvals to the preceding series of amendments to the UN Regulation, for the vehicles/vehicle systems which are not affected by the changes introduced by the XX series of amendments Indefinite acceptance V. 8 Contracting Parties applying this UN Regulation shall continue to of existing approvals accept UN type approvals to the preceding series of amendments to the previously granted to UN Regulation first issued before Date (b) the former series of amendments - Special case 1 -3 Granting UN type approvals to preceding series of amendments V. 9 Contracting Parties applying this UN Regulation shall not refuse to grant UN type approvals or extensions thereof to any preceding series of amendments to this UN Regulations.

I-2. draft Q&A document on the Revision 3 of the 1958 Agreement At the 19 th Sub-group “ 1958 Agreement” it was agreed that Questions and answers document on the Revision 3 of the 1958 Agreement should be prepared. Questions and answers specific to the Revision 3 of the 1958 Agreement would be included in the document. For example; “What are the most important changes to be introduced with the Revision 3 of the 1958 Agreement? ” Questions and answers document on the Revision 3 of the 1958 Agreement would be submitted to WP. 29 [early next year]. FYR, Questions and answers document on IWVTA and the UN R 0 prepared by Sub-group “UN R 0” was already submitted to WP. 29. Refer to document WP. 29 -167 -10.
II-3. Major results of UN R 0 Pretesting and their reflection in UN R 0 4. 4. Annex 1 -2 7. 1 Major issues found at UN R 0 pretest Proposed actions to solve the issues Notification procedure when the particular item in the information folder is changed is not clear. No extension/revision criteria for UN R 0 are provided. Amend paragraphs 4. 4 and 7. 1 and add Annex 1 -2 “communication form for revision” Add the definition of “extension” in paragraph 7. 1. 6 7. 4. II-5. Updated Q&A document on UN R 0 and IWVTA Q 14(added): Shall the "vehicle type" in national / regional type approval be aligned with the “vehicle type” in UNR 0? Answer to Q 14: No, the "vehicle type" using at national / regional type approval need not to be aligned with the “vehicle type“ in UN Regulation No. 0. When the definition of “vehicle type” in UNR 0 is different from the “vehicle type” in national / regional type approval scheme, the “vehicle type” in UNR 0 can be transposed into the "vehicle type" in national / regional type approval. The document IWVTA-SGR 0 -19 -05 provides the guidance in detail concerning how the “vehicle type” in UNR 0 is transposed into the "vehicle type" in national / regional type approval, using three concrete examples.
