Guiding Principles • Minimise disruption to participants. • Enable participant choice. • Streamline the process for current providers to transition from the current contract to the new Grant Agreement. • Implement the right arrangements for new providers to successfully enter the DES market. Important Terminology • Exiting Providers - providers who will cease delivering services in an Employment Service Area (ESA) on 30 June 2018. • New Providers – providers who will enter an ESA on 1 July 2018. • Continuing Providers - providers who will continue to deliver services in an ESA from 1 July 2018 • Transition Participant - participants who need to transfer to a different provider, due to their provider leaving the program. Ceasing Referrals • Ceasing referrals to Exiting Providers during Transition Period (with some exceptional circumstances). • Referrals to Continuing Providers will continue under the market share arrangements until 29 June 2018. • New Providers cannot accept referrals until the new program starts. Participant Allocation and Nomination • The Department will allocate Transition Participants to a provider. • Transition Participants will be notified in mid-May that they can nominate another provider if they wish. • Choice period for Transition Participants ends 15 June 2018. Indicative Caseload • During the allocation period, providers will be able to see which participants have been allocated to their site. • The caseload will regularly update based on participant nominations. • Designed to help providers gauge volume of incoming participants. Pre-Diary • From 18 June 2018, providers can book appointments for Transition Participants. • The Pre-Diary will be available on ESSweb. • Providers can use the pre-diary to book appointments for Transition Participants where the appointment date is on or after 2 July 2018. Transition Weekend • Transition Participants will transfer to their nominated/allocated provider on over transition weekend (30 June – 1 July 2018). • Transition Participants will have their program status set to ‘pending’ over the transition weekend. • Providers cannot access the IT Systems over the Transition Weekend. Transitioning Payments • Service Fees – Providers receiving transition participants over transition weekend will be paid the remaining quarterly service period under the new rate • Job Placements / Four-week Outcomes – Job placements need to be verified before 30 June 2018. – All unverified placements will convert to Four-week Outcomes, with a start date of 1 July 2018. Transitioning Payments (continued) • Employment Outcomes (13 -week, 26 -week, 52 -week) – Participants anchored before 1 July 2018 will generate fees under the current fee rates. – Participants can only track toward a 52 -week outcome if they are anchored after 1 July 2018. – New OSA rules will only impact participants with an anchor date on or after 1 July 2018. • Education Outcomes – New education outcome criteria will apply to education outcomes that fall due after 1 July 2018. Star Ratings • Gaining Providers do not inherit the past performance of Exiting Providers (from any Transition Participants they receive). • Star Ratings calculations will not include outcomes that fall due or are claimed after 1 July 2018 for outcomes anchored under current arrangements (pre 1 July 2018). Getting Started on the IT Systems • Continuing providers will already have access to ESSweb. • New Providers were given information on how to access the IT Systems in their Grant Agreement. • The Department will close sites for Exiting Providers. • Learning Centre will provide access to training environment of the IT Systems.
