Key considerations • Need the supply chain to be able to scale up enough to deliver installations, create jobs and spend money quickly while minimising the amount that any specific sector needs to scale up. • Need a package of measures that can bring forward demand – particularly work that wouldn’t have otherwise happened. • Need high-quality installations and to minimise the risk of fraud, gaming and unsafe work. • Need to install measures that represent value for money – high carbon savings for a reasonable cost, that households wouldn’t install without government support. 7
Green Homes Grant: Eligibility Tenure type and income Cost 8 Voucher main scheme Voucher low income Local Authority Delivery All owner occupiers, park homeowners, PRS and social sector landlords Owner occupiers and park homeowners on low income or disability benefits. Owner occupiers or tenants with a household income of under £ 30, 000. Local Authorities to set out eligibility criteria. 67% contribution up to £ 5, 000. Up to 100% contribution up to £ 10, 000 LAs required to demonstrate average costs will not exceed £ 10, 000 for owner occupiers and that landlords will contribute at least 33% and subsidies will not exceed £ 5, 000 on average. Any property/tenure type compatible with SAP/EPCs. LAs to target least efficient – EFG.
Green Homes Grant: Measures Voucher main scheme Voucher low income Households MUST install at least one of: • Insulation: Solid wall, cavity wall, under-floor, loft, flat roof, room in roof, park home • Low carbon heat: Air source heat pump, Ground source heat pump, Solar thermal. Households CAN install these but are not obliged to. Max 50% of the subsidy received can be for these measures: • Draught proofing • Windows and doors: Double/triple glazing (where replacing single glazing), secondary glazing (in addition to single glazing), upgrading to energy efficient replacement doors. • Heating controls and insulation 9 Local Authority Delivery Local Authorities may install any measure compatible with the Standard Assessment Procedure (EPC), excluding fossil fuel based heating. This includes all measures included under the voucher scheme, but also enables a broader mix.
Getting registered with Trust. Mark • To take part and offer their services through the scheme, all tradespeople must register with Trust. Mark. • Where tradespeople are installing energy efficiency measures, they must also be certified to installation standards. • To install low carbon heat measures, tradespeople must be Trust. Mark registered and certified through the Microgeneration Certification Scheme for the relevant heating technology. • You can register with Trust. Mark via their website. • This can be processed within 5 working days for those who already have membership of a recognised trade body such as the Federation of Master Builders, the Cavity Insulation Guarantee Agency and Building Engineering Services Association, or who are already certified under the Microgeneration Certification Scheme. • Installers must meet Publicly Available Specification Standards. • All work under the Green Homes Grants will need to be to Publicly Available Standard (PAS) 2030: 2017; however installers can also be registered to PAS 2030: 2019 10
