Transite Panels
OSHA Transite Panel Removal Transite, or asbestos cement panels are usually used in exterior construction of industrial or commercial buildings. Removal of these panels is Class II Work under the OSHA construction asbestos standard. Minimum required controls, or work practices, are found at. 1101(g)(8)(iii), although the entire standard applies. When transite panels are used on roofs, removal is regulated under the roofing rule at (g)(8)(ii). This portion of this course will address exterior wall removal only.
OSHA Transite Panel Removal 1. Competent Person - There must be a Competent Person trained at the AHERA Contractor/Supervisor level who oversees all work. - The Competent Person is responsible for all OSHA compliance and worker protection on the site. He will train and direct the workers in the hands-on procedures to comply with the OSHA regulations and company requirements. - The Competent Person will develop a Negative Exposure Assessment for the work and oversee employee air monitoring. - The Competent Person has all authority on the worksite and will make frequent inspections as necessary.
OSHA Transite Panel Removal 2. Establish a regulated work area with proper posting. 3. Place a poly drop cloth beneath the work area. 4. Wet each panel with amended water or foam before removal. 5. Cut nails with flat, sharp instrument or remove bolts. 6. Do not cut, grind or break panel. 7. Lower each panel to the ground. Do not drop panel. 8. Place removed panel in lined dumpster or truck, or wrap in poly. Wrapping must be leak-tight. 9. Label each package or the wrap with the OSHA danger label. 10. Any vacuuming must be with HEPA filtered vacuum.
OSHA Transite Panel Removal Federal NESHAP does not regulate the Category II waste. However, local regulations may regulate this waste. Waste disposal will be at the determination of the Competent Personal protective equipment, respirators and protective clothing, will also be determined by the Competent Person. Decontamination should be on a poly drop cloth located adjacent to the regulated area. A HEPA vacuum should be used to remove dust from protective clothing before it is removed. All tools and equipment should be wet wiped with amended water. Label any waste containers with the proper OSHA danger label.
