Challenges remain: 5 Proactive measures by States needed. • Convergence at block level – health, Swachhta and nutrition needs improvement. • State Prabhari officers network need further activation. • Vacancies in Health, education and Agriculture extension worker, especially at block level need to be filled up. • Using Aspirational district template, ranking and rewarding of block level functionaries. • Posting dynamic collectors with 3 year tenure

40 Key Areas where active involvement of State needed. Aspirational Districts Transformation Program Orientation Convergence Problem: Sub-District level officers not aligned. Block level officers and front line workers need to be motivated. Lack of convergence between Health, sanitation and Poshan Abhiyaan. Block level specific plan together with Health, sanitation and nutrition team. Supervision Problem Supervisory officers are inspecting but not supporting ground level staff. They should identify genuine problems and solve them.
