Brief overview of the project Ø Project started in January 2013 Ø Overall objective: Making shipping safer, more secure and environment friendly in the Black Sea and Caspian Sea

Overall objective: how? Ø By supporting ratification of international maritime conventions Ø By promoting approximation with EU legislation where relevant Ø Purpose is to foster effective implementation of Conventions

Project activities Ø All aspects of duties of maritime authorities are covered under the project, as flag State, coast State or port State Ø Mix of regional events: promotion of regional cooperation Ø And national activities: thorough reach, indepth work, tailored approach

Project activities in Azerbaijan Ø Specificity in Azerbaijan: Twinning program Ø Project conducted a GAP Analysis, aiming at assessing the level of compliance with international standards Ø Study acknowledged progress made by Azerbaijan

Project activities in Azerbaijan Ø The project support Azerbaijan preparations to the IMO Audit Scheme Ø A first preparation session took place, a second is to come Ø A mock-audit will be conducted afterwards

Project activities: Human Element Ø Support to ratification of ILO MLC, 2006 is a priority Ø The Convention is in force since 2013 Ø Together with SOLAS (Safety), MARPOL (Environment) and STCW (Training), ILO MLC is the « 4 th pillar » of international maritime policy
