The Solution 9/30/2020 7
Project Purpose Increase Economic Productivity • Add train volume capacity through the sector • Reduce shipping delays and costs • Reduce train and vehicle congestion Improve Livability in the Fort Worth community • Close grade crossings • Improve pedestrian mobility and safety Improve Environmental Sustainability • Reduce idling/emissions in non-attainment area • Avoid fuel consumption related to re-routing • Avoid incremental freight-demand shift to roadways 8
Cost and Funding Sources: • NCTCOG & The T: 2. 5 million $ • City of Fort Worth: $ 1. 0 million • Tx. DOT: $ 1. 0 million • TIGER II Funding: $34. 0 million • BNSF & UP: $65. 2 million Total Funding: 103. 7 Million 9
BNSF Project Overview Three capacity gains • Additional track across diamond • Increased velocity and efficiency • Ability to stage trains at the diamond without blocking crossings BNSF Construction activity • 24, 000 TF of rail • Three new bridges • Improvement to one bridge • 800’ retaining wall • Architectural ROW fencing • New signal system 10

Challenges: Urban Environment 9/30/2020 22
Challenges: Urban Environment 9/30/2020 23
Challenges: Administration • Jointly funded by USDOT/Federal Railroad Administration, Tx. DOT, City of Fort Worth, North Central Texas Council of Governments and two railroads • Public funding changed the processes regarding Permitting, ROW Acquisitions, Utility Adjustments, and Design Review Process • Coordinating design AND construction w/ various Stakeholders which included the City of Fort Worth, Tx. DOT, multiple developers, Utility Companies, and Neighborhood Associations • FRA/Tx. DOT required a “Flow-down Agreement” to be developed by the BNSF and Union Pacific, which was incorporated into Contract Documents • Infrastructure which was designed and constructed by the BNSF on behalf of the City of Fort Worth required the development of a Community Facilities Agreement (CFA) which appropriated funding by the BNSF versus the Co. FW 9/30/2020 24

Schedule Updates • Anticipated substantial completion – September 2014 • Crossing Closures – Late July 2014 • 1 st Street and Peach Street • In advance of school year to ensure safe traffic flows • Grade separations reconstruction – Completed • Gounah Street • Cold Springs Road • Awaiting city of Fort Worth to complete roadwork to reopen underpasses for vehicluar traffic 9/30/2020 26
Gounah St. Overpass Reconstruction Improve Street Alignment and Clearances w/ New Double -Track Bridge Improve Emergency Vehicle Access Provide safe walkway to/from Nash Elementary School Existing Proposed 27
Cold Springs Rd. Reconstruction Improve Street Alignment and Clearances w/ New Double -Track Bridge Improve Emergency Vehicle Access Improve horizontal and vertical clearance for motoring public Existing Proposed 28
East Lancaster St. Bridges • Built in 1906 (est) • Most complicated bridge structure replacement on project • Coordinated by UP • Phasing is key to construction under traffic • Close coordination with local partners for detours and traffic control 29
East Lancaster St. Bridges • • Rehabilitate abutment wall Re-deck entire structure Bridge Rehabilitation • • Encapsulate center posts with micro piles Extend Lifespan of existing structure Re-decking Location Abutment Rehab Historic Bridge Beam 30
Peach St. At-grade Crossing Closure Existing at-grade crossing to be closed New track on east side Fencing installed to channel pedestrians to Gounah grade separation Existing – Looking east 31
1 st St. Crossing Closure Existing at-grade crossing to be closed Traffic to be routed to adjacent roadways Existing – Looking south Existing – Looking east 32
So, why is this important? • Nationwide Freight network impacts • Improved Commerce and Mobility (just-in-time inventory) • One bottleneck affects the whole rail corridor • Large impact of multiparty TIGER projects and PPP’s • Importance of long range transportation planning and cooperative design 9/30/2020 33
