Towards Regional Integration and Regional Single Window
Discussed issues: • Can RSW help promote regional integration? On what levels? • How are the questions different between regional and national implementations? • What specific concerns must be considered in regional implementation of SW? • What is the difference / distinction to be made between a RSW and SW Interoperability on a regional level? • Should SW be mentioned in Free Trade Agreements? (at what level? For what purpose? Interoperability or RSW? ) • If you run out of topics, I would suggest to develop a “wish list” of features for such RSW and/or concerns that would need to be addressed
Specific issues to build a regional SW • Political will and proper legal base (Mo. U, or part of a FTA, special decree, decree on information exchange) • Financial resources • Business needs analysis • To agree on the regional SW model • Governance model (e. g. EU Commission, EEU) • Business participation • Digital infrastructure • Legal constraints (e. g. confidentiality issues)
Level of Integration
Model 1: Transboundary G 2 G information exchange
Model 2: Interstate B 2 B information exchange
Model 3: The combined model
RSW Model • EU • EAEU • Central American Platform • ASEAN • Asia Pacific Alliance • African Alliance
Outputs of Discussion • RSW helps to promote regional economic integration and vice-versa • Recommendation 33 to take into account the RSW as a possibility in regional processes • Different models can be suggested for different levels for integration • Different benefits and obstacles depending on the level of integration • Possible Information exchanged (e. g. SPS, Co. O, technical barriers to trade, invoices, other certificates such as CITES, other types of licenses following international standards) • Take into account different level of integration
