Design & Planning All structural support systems and temporary structures must be designed by a qualified Design Engineer. During the design process, the following items shall be considered: • Methods for erection and dismantling of structural support systems and temporary structures; • Means of access to the structure (ladder, EWP, work box, boat); • prevention of persons falling; • management of potential falling objects; and • management of penetrations and openings. Scaffold Plan On Rio Tinto projects, all scaffolds require a Scaffold Plan. The scaffold plan should address the following items: • Basis of design. • Foundations (including ground conditions and loadings). • Supporting structure. • Access and egress. • Tying into structures. • Bracing. • Type of scaffold. • Edge protection, and • Anchor points. Assessment of the Supporting Structure Before the installation of any structural support systems and temporary structures, Austral shall ensure that assessments are made on the structure/material/foundation to ensure that structural alterations or installation of temporary structures can be safely carried out. Access and Use You must not access a temporary support structure unless it has been signed off by a rigger or scaffolder and the Engineer. Always confirm that a temporary support structure has been signed off and approved for use before accessing. Ensure that the means of accessing the structure is also considered in risk assessments, e. g. JHA or SWP. Specific controls must be in place if transferring from an EWP etc. • No more than 100 mm gap between EWP basket and structure • The ground level controls of the EWP are to be tagged 'Equipment in use - Do not operate. Dismantling The JHA or SWP shall also consider the method and risks involved with dismantling or removing the Temporary Support Structure and ensure that additional hazards are not introduced once the structure is removed. Created 4/09/2020; Rev 0 Toolbox Talk 026 – Temporary Support Structures 14
Emergency Procedures are established for any work on structural support systems and temporary structures. Emergency Procedures shall consider: • the rescue of a worker who: – has fallen from a temporary support structure whilst working at height, – is injured whilst working on a temporary support structure, • the means to access the temporary support structure via the use of one or a combination of rescue equipment such as a boom lift (EWP), or a work box hoisted by a crane, or a workboat (for a marine rescue), • first aid provision and, • the identification of emergency medical facilities and means of contacting emergency services.
