What is a MSIC? A Maritime Security Identification Card (MSIC) is a nationally consistent identification card. A MSIC provides a level of assurance that the holders, have had their operational need, identity and right to work in Australia confirmed. Holders have also been subject to police criminal history checks and security assessments. The consequence of these checks, reflected in the issue of an MSIC is that the holder is not deemed a threat to maritime security. A MSIC alone does not grant you access to a Maritime Security Zone. You will also need authorisation from the port operator (e. g. Rio Tinto, BHP, PPA etc. ) if you require unmonitored access within a maritime security zone. What is a Maritime Security Zone? Maritime security zones areas within regulated Ports, around and onboard regulated Australian ships which have additional security requirements, as defined by the Maritime Transport Security and Offshore Facilities Act 2003. Applying for MSIC can be obtained by applying to a Commonwealth approved MSIC issuing body, such as Veritas or Pilbara Ports Authority (PPA). 1. 2. 3. 4. 5. 6. 7. 8. Complete the MSIC awareness training program Complete the MSIC application form at the end of the training program Obtain all relevant identification documents – must be originals Obtain an operational need letter from your employer Make an appointment with the MSIC Office (PPA) or go to an Australia Post store (Veritas) Attend the appointment in person with all relevant documents and have your photo taken (within 60 days) Make payment or provide a company purchase order at your appointment You will receive an SMS and Email when your MSIC is ready for collection from the MSIC office or if applying through Veritas, your MSIC will be posted to your nominated address. Access to Maritime Security Zones When you get your new MSIC, the HSE/admin team will need a copy of it in order to have it linked to your gate access card. Once your MSIC has been linked to your gate access card, you will be able to swipe and enter land side restricted zones such as the load out wharves and tug harbour. Your gate access card must be swiped, not your MSIC. However, your MSIC must be clearly displayed in security zones. If there is not a card reader at the entrance to these zones, you will need to sign on a register to log your entry to the area and sign off when you exit. Display of MSIC You must display a valid MSIC while in a security zone. You are properly displaying your valid blue MSIC if: • The whole of the front of the MSIC is clearly visible at all times that it is being worn, and • The MSIC is attached, at or above the waist, to the front or side of your clothing or on a band around your upper arm. Display of MSIC Failure to properly display a valid MSIC in a security zone is an offence and may incur a penalty of up to $1, 050 for the first offence. Subsequent offences can incur penalties up to $4, 200. Representatives of the port operator, Australian Federal Police and Australian Border Force regularly check if personnel are displaying their MSIC in security zones. Visitors may access Maritime Security Zones without holding a MSIC as long as they are escorted at all times by someone who holds and is displaying a current MSIC on their person. An MSIC holder can only escort a maximum of 5 people at any one time. ‘Escorted’ means the visitors must remain in your sight at all times. Site inducted visitors can use their existing front gate access card that must be swiped immediately following the MSIC holder escort to gain access to Maritime Security Zones. Return of MSIC • An MSIC holder must return their MSIC to the issuing body 30 days or less after: – – The MSIC expires; or The holder is notified that it has been cancelled; or The MSIC has been damaged, altered or defaced. Possible fine of up to $2, 100 if you don’t do this. • The holder of a MSIC is guilty of an offense if: – They become aware of circumstances that will result in them not having an operational need to hold the MSIC for 12 months; and – They fail to return the MSIC to the issuing body within 30 days of becoming aware of the circumstances. – Possible fine of up to $1, 050. Lost or Stolen MSIC • If you have lost your MSIC or it has been stolen, you must: – make a report, in the form of a statutory declaration, of the loss to the issuing body that issued the MSIC within 7 days of becoming aware of the loss, theft or destruction; or – if the MSIC was stolen—give the issuing body a copy of a police report, or other information issued by the police, regarding theft, within 7 days of becoming aware of theft. – Possible fine of up to $2, 100 if you don’t do this. Other Duties of MSIC Holders • If you have changed your name, you must notify your issuing body within 30 days after the change. Your MSIC will not be valid one month after the day you changed your name. • If you are convicted of a maritime-security relevant offence, you must notify your issuing body or Aus. Check, in writing, within seven days. • Your MSIC is not transferable - only you can use it. • Do not give or loan your MSIC to anyone else. • Your MSIC must be kept in a safe and secure location whilst not in use.
