The Mc. Kinney-Vento Act The Mc. Kinney-Vento Homeless Assistance Act (Mc. Kinney-Vento) was enacted in 1987 to ensure that children and youth experiencing homelessness have access to the same free, appropriate public education as their non-homeless peers. 7
Homeless Definition: Understanding Fixed, Regular and Adequate Fixed, regular, and adequate are defined as: o A fixed residence is one that is stationary, permanent, and not subject to change. o A regular residence is one that is used on a normal, standard, and consistent basis. o An adequate residence is one that is sufficient for meeting both the physical and psychological needs typically met in home environments. 8

Immediate Enrollment and Unaccompanied Homeless Youth Definition “Unaccompanied homeless youth” is defined as a child or youth who meets the Mc. Kinney. Vento definition and is not in the physical custody of a parent or guardian. 23
