TITRE DE LA PRÉSENTATION Parental Contribution Parental contributions apply when a child over the age of majority has yet to assert his or her independence. Parental contribution take into account the financial and family situations of each parent. The amount calculated as parental contribution represents a resource to be used in the calculation of the benefit. Page 2
TITRE DE LA PRÉSENTATION Criteria for independence • Has, SIMULTANEOUSLY and for at least two years*, PROVIDED FOR HIS OR HER OWN NEEDS and RESIDED ELSEWHERE than at the place of residence of his or her father or mother. * • Has, for at least two years, HELD FULL-TIME EMPLOYMENT or received, for such employment, employment insurance benefits, benefits from the CSST or the SAAQ or income insurance payments, even if he or she was residing with his or her father or mother. • Is or has been married or bound by a civil union. • IS CURRENTLY LIVING with another person of the same or opposite sex and has, at one time, cohabited with that person for a period of not less than one year. * • Has or has had a DEPENDENT CHILD Page 3
TITRE DE LA PRÉSENTATION Criteria for independence… • Holds a BACHELOR'S DEGREE from a university. • Is in at least her twentieth week of PREGNANCY and her condition is confirmed by the prescribed document. • Has not been a full-time student FOR AT LEAST SEVEN YEARS since ceasing to be subject to compulsory school attendance (16 years of age or less if he or she obtained a diploma issued by the MELS prior to the age of 16). TITRE DE LA PRÉSENTATION Moreover, the adult child IS NOT considered eligible for a parental contribution in the following cases: • Both parents are clients receiving last-resort financial • • • assistance; The adult's biological or adoptive parents are deceased; The adult's parents are untraceable; The adult has been subjected to physical or psychological abuse by his or her parents; or the adult has subjected his or her parents to physical or psychological abuse; The adult pays, or has paid, court-ordered child support; The adult has a severely limited capacity for employment. TITRE DE LA PRÉSENTATION When the parents refuse to supply information… ADULT LIVING WITH PARENTS : It is assumed that the adult’s parents are able to support him or her. NO REFUSAL TO CONTRIBUTE IS THEN CONSIDERED TO EXIST AND ASSISTANCE IS DENIED OR CANCELLED. Page 6
TITRE DE LA PRÉSENTATION ADULT NOT LIVING WITH PARENTS : Parents provide a financial or material assistance… If you are informed that they want to contribute or that they are contributing, the benefit is determined by taking into account this assistance when it is quantifiable (accommodaton, food, etc). TITRE DE LA PRÉSENTATION Parents provide no support… The situation is interpreted as a refusal to contribute. No parental contribution can be calculated. Page 8
TITRE DE LA PRÉSENTATION Parents provide support only if adult returns to the family home… If parents are offering to provide for the adult’s needs only if the adult returns to the family home, the adult is not considered to be deprived of his or her means of subsistence. The assistance is consequently denied or cancelled. Page 9
TITRE DE LA PRÉSENTATION NOTE : • The parental contribution is applicable for a maximum of THREE (3) YEARS. • When FAMILY SOLIDARITY applies (i. e. when the adult child lives with the father or mother), the amount of Family solidarity will reduce the parental contribution. He graduated from CEGEP in May 2013 and got a job working full-time at a gas station, but has since lost his job and his unemployment insurance benefits have just ended. He is 21 years old and lives with his mother. His parents are separated. His mother receives income security benefits. His father is an employee of the Band Council and earns a net annual income of $30, 000. QUESTION : Does the parental contribution apply? If yes, indicate the amount of the allowance to which Mathieu is entitled. Page 12
