MAJOR CONSTRAINTS IN YIELD IMPROVEMENT Ø Ø Ø Continued dependence on rainfed production system leading to larger fluctuation in area and yield with larger variation in groundnut. Agro-climatic limitations like adaptability of mustard under saline soil / low water areas of >4 million ha; groundnut under low rainfall / drought prone areas of >2 million ha and soybean under upland black cotton soils of >10 million ha. Farmers’ priority to cereals under irrigated condition due to assured buy back. Availability of cheaper imported vegetable oil with admissible blending depressing domestic markets of oilseeds leading to area stagnation. Lack of assured procurement of oilseeds. 9

AGENDA ITEM 2: FOLLOW UP ACTION ON SECOND MEETING OF EC: Action points Modalities for ensuring the supply of quality seeds to the farmers Revision of rate of assistance on supply of water carrying pipes. Change of funding pattern and release of funds through State notified agencies. Follow-up action The meeting of Central Agencies (CAs) was organised on 30 th May, 2016. Their AAPs were approved for 2016 -17. As against the supply of 12. 36 lakhs seeds minikits during 2015 -16, CAs have been assigned supply of 16. 55 lakhs seeds minikits during 2016 -17. Assistance on water carrying pipes has been enhanced from Rs. 25/-per metre for all types of pipes to Rs. 50/-per metre for HDPE pipes, Rs. 35/- per metre. The funding pattern of 75: 25 between Central and State Government has been changed to 60: 40 for General category of States and 90: 10 for NE & Himalayan States

AGENDA ITEM 2: FOLLOW UP ACTION ON SECOND MEETING OF EC: Action points Follow-up action Age relaxation of varieties of Age limit of the varieties/hybrids of oilseeds was relaxed oilseeds upto 15 years. from 10 to 15 years under seed distribution and cluster demonstration component of NMOOP for next 03 years i. e. 2016 -17 to 2018 -19. Supply of additional minikits of JD-6 (Pusa Mehak) of mustard to Assam and K-6 variety of groundnut to Tamil Nadu. As against the indent of 20, 000 seed minikits of mustard, 18, 000 seed minikits of mustard comprising JD-6 (10, 000), and NRCDR-2 (4405) and Pusa mustard -26 (4000) were supplied to Assam state during Rabi 201516. As against the indent of 3, 000 seed minikits of groundnut, 7483 seed minikits of groundnut comprising K-6 (5850), GG-16 (133) and ICGV-91114 (1500) were supplied to Tamil Nadu state during Rabi 2015 -16. Supply of a copy of the An assistance of Rs. 25. 60 lakhs has been provided to the proposal for establishment of Government of Mizoram for setting up 02 seed gardens. under NMOOP. Necessary technical back up is being extended by ICAR-IIOPR. 12

AGENDA ITEM 3: IMPLEMENTATION OF NMOOP DURING 2015 -16: Ø Ø Programme for Oilseeds (MM-I) implemented by 24 States; Oil Palm (MM-II) by 12 States and TBOs (MM-III) by 08 States under NMOOP. As against Rs. 353. 00 crores, a sum of Rs. 305. 81 crores released to States / Agencies. Three Kisan Melas one each on soybean (25. 08. 2015); groundnut (10. 09. 2015) and mustard (18. 02. 2016) organized at Indore, Junagarh and Bharatpur. National Seminar on TBOs (15 -16 th October, 2015) at Jhansi and workshop on Yellow Mosaic on soybean (15. 02. 2016) at Indore.

AGENDA ITEM – 5 RATIFICATION OF THE DECISIONS The decision taken on file subject to ratification by EC: 5. 1 Enhancement of subsidy norms for supply of certified seeds: Enhancement of subsidy on distribution of certified seeds from Rs. 1200/qtl to Rs. 2500/qtl for varieties and from Rs. 2, 500/qtl to Rs. 5, 000/qtl for hybrid seeds and varieties of sesame. 5. 2. Enhancement of subsidy on supply of water carrying pipes: Enhancement of subsidy on water carrying pipes from Rs. 25/-per metre to Rs. 50/-per metre for HDPE pipes, Rs. 35/- per metre for PVC pipes. 5. 3. Inclusion of seed nursery of TBOs: For establishment of nursery, project based 100% direct assistance will be available for R&D Institutes of ICAR, CSIR, ICFRE, SAUs etc and through State Government in case of Cooperatives/Self Help Groups/FIGs/FPOs/PSUs/NGOs. 50% assistance through State Governments for private companies/corporate bodies. 16

Age relaxation of oilseeds varieties: Age limit of the varieties/hybrids of oilseeds relaxed from 10 to 15 years under seed distribution and cluster demonstration except Front Line Demonstration for next 03 years i. e. 2016 -17 to 2018 -19. 5. 5 Involvement of National Fertilizer Ltd. (NFL) in seed production and distribution National Fertilizer Ltd. (NFL) has been included in seed production and distribution through Hindustan Insecticides Ltd. (HIL) from 2017 -18. Ratification in respect of item 5. 1 to 5. 5 is solicited 17

AGENDA ITEM 6: OTHER INITIATIVES/DECISIONS 6. 1 Possibilities of Oil Palm cultivation in Bodoland area of Assam: Director, IIOPR, Pedavegi has been assigned a brief survey/study in consultation with officials of BTC for feasibility of taking up oil palm cultivation in at least 5, 000 -10, 000 ha area in districts of Bodoland. An amount of Rs. 3. 50 lakh has been allocated and Rs. 1. 77 lakhs has been released for the purpose. 6. 2. Proposals for procurement of FFBs under MIS: All State Governments concerned have been requested to submit a proposal for procurement of fresh fruit bunches (FFBs) of oil palm under MIS. Govt. of AP has submitted a proposal for procurement of 1, 14, 963 MT FFBs of oil palm @ Rs. 7, 888/-per MT of FAQ of oil palm. Proposal of Telangana, Tamil Nadu, Mizoram and Odisha are under consideration in Cooperation Division. 18

AGENDA ITEM 6 – CONTD… 6. 3 Assessment of performance of indigenous and imported seedling: A study has been assigned to Directorate of E&S for assessment of performance of indigenous and imported seedling in three major oil palm growing States viz, Andhra Pradesh, Karnataka and Tamil Nadu. The report is awaited. 6. 4 Measures to increase Oil Palm area and production in India: CCEA Note comprising three proposals viz. Ist for imposing a cess of 0. 5% on import of crude palm oil (CPO) and refined palm oil for creation of “Edible Oil Development Fund” (EODF), IInd for relaxation of land ceiling limit for oil palm cultivation under NMOOP and IIIrd for revision of norms of assistance under Mini Mission-II (MM-II) of NMOOP has been submitted on 7 th September, 2016 to the Cabinet Secretariat along with the comments of the concerned Ministries/ Departments and Divisions of DAC&FW including IFD. 19

Germ plasm exchange between Malaysia and India Improve nurseries to supply quality planting material instead of import. Import of latest variety, which is high yielding (Calyx, Guthini, etc. ) Creation of awareness 6. 6 Integration of Tree Borne Oilseeds (TBOs) programme with Agro-forestry Mission Standing Committee (SC) during first meeting held on 4 th August, 2016 suggested that programme of TBOs could be converged with Agro-forestry Mission of RFS Division, mainly for bio-mass production and oil as a byproduct. RFS Division has been requested to examine the matter Item no. 6. 1 to 6. 6 are for kind information of EC 20

An area coverage of 190. 31 lakh ha as against the normal coverage of 182. 42 lakh ha (2010 -2015), 185. 19 lakh ha during Kharif-2015 and highest coverage of 194. 01 lakh ha during Kharif- 2013. Crop condition is normal in majority of the states. Groundnut and soybean are being harvested. Price of groundnut is ruling below MSP (Rs. 4120/qtl) in AP , Gujarat, Karnataka, Rajasthan and Telangana. NAFED has been requested for arrangement of procurement. 21
