The UN Reform-Why? • SG´s Program for reform launched in 1997 – The UNDG • Member States pushing for harmonization. – GA Resolution of December 2001 – Poverty needs a holistic solution • Shrinking UN Development resources – Scaling up of ODA to be accompanied by further progress in Harmonization and Alignment – 12 UN agencies or 1 World Bank – Focus more on technical assistance
Progress in Reform • Since 2000 - over 16 agencies have asked to join the UNDG (not directly under SG) • Common programming tools and procedures • SG´s 2002 agenda called for increased joint programming • 115 CCAs, 82 UNDAFs, • Harmonized Country Programmes of Ex. Com agencies
Reform Progress • Currently 54 UN Houses; and Common Services • System-wide selection of Resident Coordinator • Simplification and Harmonization of Country Programme implementation (in progress) • HACT • Delivering as One initiative.
Delivering as One in Mozambique Delivering as One Operational Plan: overarching plan outlining the vision of the One UN Initiative in Mozambique and how it is to be operationalised through the five ones: • One Programme • One Budgetary Framework • One Leader • One Office and Common Services • Communicating as One
One Programme (cont. ) • Eight areas of UN comparative advantage identified in the UNDAF: Ø advocacy for UN core values, including human rights, gender equality and the MDGs; Ø normative and technical advisory services; Ø strengthening of national capacity at both central and decentralised levels; Ø support to national scale-up of evidence-based programmes; Ø implementation services; Ø support to national humanitarian response; Ø bringing the voice of civil society to the table; Ø building partnerships between all stakeholders. Focus • Strategic focus on four of the eight areas under the One Programme: Ø policy and advocacy; Ø normative / technical support; Ø capacity development; Ø civil society partnerships.
