Regional Approach • Five regional areas: 5% decrease in four areas; 20% decrease in harbour area during rush hour • Regional approach can come up with solutions in specific areas and matching alternatives for local companies • Agreements in each area between employers and employees

Mission = Realising a structural decrease of the amount of cars in commuter traffic and business related traffic in the morning and evening rush hour by implementing mobility management alternatives. Mobility management = Offering smart alternatives for the car. Aiming at not having to travel at all, or less. Or travelling using a different modes of transport than the private car. Or avoiding rush hour.
Ambition – Objective Port area (re: Annual Plan VO 2010) • 20% decrease traffic on A 15: - 2. 200 cars to the port area - 400 trucks to the port area - 2. 000 cars from the port area - 400 trucks from the port area - In morning rush hour from 6 AM to 9 AM • This goal is to be reached by 2012

Dilemma I • State aid: good initiatives sometimes need a little push in the right direction to be able to become big and viable. How do we deal with this? • The Traffic Enterprise is seen as governmental party with commercial companies. How do we deal with this?
Dilemma II • Contradictions in regulatory process: e. g. the minister V&W wants more people to use their bikes; minister of finances charges bikes extra • Public tender: quick and decisive handling is difficult considering (Eur. ) rules and regulations
