Foreigners Though the military managed to gain a lot of support from the country side, the workers in the cities were very pro government. Both sides, not able to win, asked for help from outsiders. The government, with their friends called “loyalists” had help from Mexico, Britain, France and the Soviet Union. The military had help from Italy and Germany.
