Background United Kingdom Philippines
▹ 1 in every six people in Asia have a form of disability (United Nations Economic and Social Commission for Asia and the Presentation, no date) ▹ Underreporting of births (Parnes et al, 2009) ▹ Disability as a social construct (WHO, 2018)
Disability In Asia ▹ Cultural identity: ▸ adopt beliefs from communities ▸ Confucian teachings – deviations from the norm as punishment of ancestral immorality ▹ Scior et al’s (2010) cross cultural study – HK people more in favour of sheltering people with disabilities from society ▹ Marginalisation by societal perceptions – increased contact can reduce negative attitudes (Dovidio et al, 2003)
Disability In the UK ▹ Darwin’s Theory of Evolution by Natural Selection & Eugenics Movement ▹ Institutional segregation ▹ Better Services for the Mentally Handicapped white paper (1971) ▹ Mental Health Act (1959) & Disability Discrimination Act (1995) ▹ Death by Indifference (2007) brought to light institutional discrimination in the NHS
Implications for Asian minority groups ▹ Minority experience – racial discrimination & language barriers ▹ Negative attributions to immigrants (Wadsworth et al, 2016) ▹ Institutional discrimination as the discriminatory practice of inadequate care because of the service user’s race and colour (Michael, 2008; Williamson, 2008)
Role of the Learning Disability Nurse ▹ More needs to be done to challenge discrimination against individuals with learning disabilities from minority ethnic communities (Department of Health, 2001) ▹ Learning disability nurses can challenge this through taking direct action or influencing perceptions (Department of Health, 2001) Collaboration with community advocates and religious leaders Publicised efforts of nursing profession, builds awareness of role, deeper understanding of religious and cultural needs Reflective groups session as part of training / supervision Share examples of positive partnerships Active health promotion / health education Share knowledge to educate / train staff to feel culturally competent
